Purpose:  The project is to come up with a master plan for the Waikane Valley Nature Park.  The master plan should contain a preferred alternative which shows what should be on site and where.  It should also contain community goals for the site, and management options to carry out plan recommendations. 

The master plan is the basis for subsequent design plans developed by the City for improvements on the site.  The master plan also indicates the preferred phasing of site improvements.



Who is Responsible: The City Department of Design and Construction is administering this planning project and will later administer the design and construction aspects.  The officer-in-charge is Terry Hildebrand, a planner in the Parks Planning Branch, Division of Planning and Programming.

Hawaii Design Associates, Inc. (HDA), is retained to produce the master plan, the environmental assessment, and other products associated with the master plan.  Joel Kurokawa, a landscape architect, is the consulting firm's principal assigned to this project.  Subconsultant to HDA is Earthplan, headed by Berna Cabacungan, who has been retained to assist in community meeting facilitation and preparation of planning reports.



Planning Process:  The master plan is intended to be a community-based plan.  That means working with the community at every step of the way. 

We have met with the Waiahole-Waikane Community Association and the Kahaluu Neighborhood Board.  We have also had a meeting with the nearby community to present the project.  An advisory group has been formed which includes people who said that they are interested in working on this project.   There have been meetings and community workshops held in which alternative plans have been conceptualized.   Alternative plans in "bubble" diagram form for public review and discussion can also be accessed from this web page.

A preferred plan has now been identified based upon the advisory group discussions. This preferred plan has been presented to the City Administration for comments. The Administration seeks further input from the Windward community regarding this preferred plan before it is finalized as the park master plan and accepted by the City Administration. One or more meetings / presentations by the consultants -- Hawaii Design Associates and EarthPlan -- is planned in the near future on the Windward side. The consultants need to investigate management options as they relate to the preferred plan, and determine whether there is local community commitment for the proposed rehabilitation and operation of the taro loi (fields).
