Regular Meeting Agenda

Neighborhood Board Elections are approaching.  Candidate Profiles are available on line at www.honolulu/nco.gov

 

RULES OF SPEAKING:  Anyone wishing to speak must raise their hand; and after recognition address their comments to the Chair. Comments must relate to the pending agenda item. Speakers are encouraged to keep their comments under one (1) minute, and those giving reports are encouraged to keep their reports less than three (3) minutes.  Please silence all electronic devices.

 

NOTES:  The Board may take action on any agenda item.  As required by the State Sunshine Law (HRS, Chapter 92) specific issues not listed on this agenda cannot be voted on, unless properly added to the agenda.  Only two (2) turns to speak, including Board members, of one (1) minute each.  All times listed are for time management and are not to be considered as absolutes.

 

I.          CALL TO ORDER at 6:30 p.m. by Chair Lockwood

 

II.         PUBLIC SAFETY & COMMUNITY LIAISON (20 Minutes) Questions in private or in writing to these             officials before or after they speak would be greatly appreciated to save time.

V.         FILLING OF VACANCIES (2 Minutes) Sub-District One: 3 vacancies (Due to being unfilled for two consecutive months, 3 residents from other sub districts may be considered at this time)

 

            As per the 26 January meeting of the Neighborhood Commission. “Neighborhood Board’s are allowed to fill   any SD vacancy that goes unfilled for two consecutive regular meetings with a resident who lives within the   Board boundaries but outside that particular sub district.  This authority will expire at the end of the current          term” We are awaiting a Corporation Counsel ruling on this matter.

 

VI.        PRESENTATION (5 – 10 Minutes)

VII.       HOUSEKEEPING (5 Minutes) for information only of material that arrived after the agenda deadline or is       for information only

            A.         Mo’ili’ili Graduate Planning Practicum (Fall 2008) This project is complete and is undergoing spell                            and grammar checks before being released

            B.         Report on OMPO Meeting of 18 February

            C.         Report on Neighborhood Commission meeting of 23 February

            D.         AARP Tax Sites for M/M in 2009 will be at Central Union Church, 1660 S. Beretania Street on                                Tuesday and Thursday only from 8:30 a.m. – 11:30 a.m. This service is open to everyone, no age                limit!

            E.         Mahalo to Kaimuki High’s JROTC for working with T.A.G. to remove graffiti from the Kapiolani                                   Boulevard Bridge on Saturday, March 14th.  Twenty + cadets will be / were involved in this                                    project.                      

            F.         T.A.G. is sponsoring a community-wide clean up on Saturday, April 18th at Prince Kuhio School               from 8:15 – 11:30 a.m. Volunteers are encouraged to assist.

            G.         40th Anniversary of the McCully – Mo’ili’ili Public Library will be celebrated in November 2009. I                                Ideas for the celebration is welcome and email to: rnlockwoodohana@yahoolcom

            H.         125th Anniversary of Prince Kuhio Elementary School will be celebrated May 30, 2009.  Call 973 –                0085 to join the anniversary committee as a Community or alumni member please. 

 

VIII.      UNFINISHED BUSINESS (5 Minutes per Topic)

            A.         Bulky Items Resolution & follow up

            B.         Fire Station - will be opening this summer (April – June) with the McCully – Mo’ili’ili name.  A new                            pumper truck will be stationed here (a project first begun by Councilmember Mirikatani and pushed

                                    forward by Jeb Brown in the mid-90’s)

            C.         Update on Fireworks bills at the Capitol

            D.         Update on Complete Streets bills at the Capitol up-date

            E.         Follow-up on resolution to install gates at Old Stadium Park & Ala Wai Community Park restrooms.            

 

IX.        NEW BUSINESS (5 Minutes per Topic)

      A.         Newsletter for 2008 – 2009 Year

      B.         Recreational Renaissance 

      C.         Pit Bulls     

      D.         Legislative Town Hall meeting Mahalo and follow up report             

      E.         Public Safety Legislation sent to appropriate committees for discussion and action

      1.         Red-light Photo Enforcement by installing cameras at signaled intersections resulting in                        fines for the owner of the vehicle

      2.         Helmets for moped & motor scooter riders

      3.         Reckless Driving definition broadened to include driving too fast, not staying in the proper                 lane, disobeying traffic signs

      4.         New restrictions on teen drivers

      5.         Commercial Driver restrictions to bring HI into compliance with Federal law by adding                            penalties for blood alcohol of 0.01 % or more

            A.         Affordable Housing/Homeless – Chair Betty Lou Larson

            B.         Public Safety & Legislative Affairs – Chairs: DeVilbiss & Takamura

Issues include, but not limited to: HPD, HFD, and Emergency Management Packages, Elderly drivers, Pedestrian Safety, Street signs, Street repairs, safe routes to school

C.         Planning, Zoning & Transportation – Chair Carlos and vice chair

Kondratovich.  Issues include: Transit Oriented Development, public condemnation for private concern, bicycle master plan, neighborhood master plan

 

D.         Schools & Community Outreach – Chairs Tabor & Kyi-Yim.  Issues Include: UH –Manoa Long         Range Development Plan, Early Childhood Education, Ala Wai Bridge, Library master planning,     school liaisons, Discover Mo’ili’ili Day participation. Committee Chairs will meet on Thursday, 18      March at 7:00 p.m.

·         Legislative Town Meeting – scheduled for Thursday, February 26 from 6:00 p.m. to 8:00 p.m. at the McCully – Mo’ili’ili Public Library

 

·         Saturday, March 7 at 10:30 a.m. at McCully-Mo’ili’ili Public Library – Murder at Your Library –  Kelley Armstrong will speak about her book writing and publishing

 

·         Saturday, April 18, 8:00 a.m. – 11:30 a.m. at Prince Kuhio School, 2759 S. King Street, T.A.G. (Totally Against Graffiti) – cleanup effort from Crane Park to the freeway, to Kalo Place, all the bus stops, etc. Come and be part of the solution.

 

·         April 17 & 18 Iolani Fair on the grounds (Noon – 8:00 p.m. daily)
