DRAFT REGULAR MEETING MINUTES

THURSDAY, JULY 2, 2009

WASHINGTON MIDDLE SCHOOL CAFETERIA

 

CALL TO ORDER: Chair Pro Tem Ron Lockwood called the meeting to order at 6:30 p.m.; a quorum was present with 11 members. Note: This 15-member Board requires eight (8) members for a quorum and to take official Board action. A few housekeeping announcements were expressed and included: restrooms locations, turn-off all cell phones and the rules of being recognized to speak and time limits.

 

Members Present – Maryjane Carlos, Gregory Cuadra, Judy DeVilbiss, John Gollner, Les Hata, John Kato, Serena Kyi-Yim, Betty Lou Larson, Ron Lockwood, Clifton Takamura, and Lee Ann Tokuhara.

 

Members Absent – None.

PUBLIC SAFETY & COMMUNITY LIAISON:

 

Honolulu Fire Department (HFD) – FF Maurer reported the following:

  • 2 rubbish fires, 71 medical and 10 miscellaneous for a total of 83 calls for service.
  • Safety Tip: Fire Safety Tip – With our island keiki on summer break, this is an opportune time to review your home surroundings for potentially dangerous situations.  Take the time to childproof your home.  Check for situations that may cause electrical shock, accidental falls, and/or poisoning from unsecured medications, cleaning products, and/or houseplants.

 

Questions, concerns and comments:

 

  1. The community is more than welcome to stop by our new fire station for a visit.

 

Honolulu Police Department (HPD):

 

      District 7 – Lt. Lum Lee reported the following:

·         District 7’s statistic report was circulated; included in the monthly statistics, telephone contact information and email address. The Lt. highlighted 17 burglaries, 9 robberies, 30 thefts, and 21 Unauthorized Entry into a Motor Vehicle (UEMV), for a total of 77 reported cases.

·         Safety Tip: Reminder effective July 1, 2009.  Motorist on the island of Oahu may be cited for operating a motor vehicle while using a mobile electronic device.  Revised Ordinance of Honolulu, Section 15-24.

 

      District 1 – Sgt. Ochoco reported the following:

·         District 1’s report was circulated and included the monthly statistics. The Sgt. highlighted 2 assaults, 5 burglaries, 3 DUI’s, 1 family offense, 30 motor vehicle collision, 2 auto thefts, 3 property damages, 2 robberies, and 4 UEMD.

 

 Questions, concerns and comments:

 

  1. A bulletin/flyer has been distributed with a suspect’s composite drawing of an “ATTEMPTED SEX ASSAULT SUSPECT”, and a description of the male suspect.

 

  1. Walkie-Talkie phones are prohibited.

 

  1. The media reported a high speed chase and kudos to the officers for apprehending the suspect.

 

  1. Your vehicle must be stopped and turn-off before you can use your cell phone.

 

VACANCIES:  Chair Pro Tem Lockwood explained the filling of vacancies and related that the seats will be filled as soon as the Neighborhood Commission changes the language in the Neighborhood Plan.

ELECTION OF BOARD OFFICERS FOR ONE-YEAR TERM 2009-2010: Chair Pro Tem Lockwood opened the floor for the election of officers beginning with the election of chair.  

 

Election for ChairLarson nominated Lockwood; Takamura nominated Gollner. Hearing no other nominations, the nominees expressed their desire to serve the community and the board to the best of their ability.

Lockwood received seven (7) votes (Carlos, DeVilbiss, Hata, Kyi-Yim, Larson, Lockwood, and Tokuhara) and Gollner received 4 votes (Cuadra, Gollner, Kato, and Takamura). Neither Lockwood nor Gollner received the necessary eight (8) votes required; therefore, a second round of voting ensued.   

 

Lockwood received six (6) votes (Carlos, DeVilbiss, Hata, Kyi-Yim, Larson, and Lockwood); and Gollner received 5 votes (Cuadra, Gollner, Kato, Takamura, and Tokuhara). The Board went back in discussion and Gollner subsequently withdrew his nomination. Lockwood was ELECTED by ACCLAMATION, 11-0-0 (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Kyi-Yim, Larson, Lockwood, Takamura, and Tokuhara).

 

Election of Vice-ChairTakamura nominated Gollner; Kato nominated Cuadra. Hearing no other nominations, Kyi-Yim moved Larson second to have two Vice Chairs, with Gollner to serve as 1st Vice Chair and Cuadra as 2nd Vice Chair.  The motion was ADOPTED by UNANIMOUS CONSENT, 11-0-0 (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Kyi-Yim, Larson, Lockwood, Takamura, and Tokuhara).

 

Election of SecretaryHata nominated Tokuhara; Takamura nominated Kyi-Yim.  Hearing no other nominations, Tokuhara received 8-2-1: (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Larson, Tokuhara; NO: Kyi-Yim and Takamura; ABSTAINED: Lockwood).

 

Election of TreasurerKyi-Yim nominated Larson. Hearing no other nominations, Larson was ELECTED by ACCLAMATION, 11-0-0 (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Kyi-Yim, Larson, Lockwood, Takamura, and Tokuhara).

 

Meeting Rules and Recess Schedule: The Meeting Rules of July 2007 were ADOPTED by UNANIMOUS CONSENT, 11-0-0 (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Kyi-Yim, Larson, Lockwood, Takamura, and Tokuhara); and is available for review upon request, but we will continue to meet on the 1st Thursday at 6:30 p.m.

 

The Recess Schedule:  Deferred.

 

THE McCULLY-MO’ILI’ILI NEIGHBORHOOD BOARD No. 8 Vision Statement: The Vision Statement of April 2004 was adopted by the board by UNANIMOUS CONSENT, 11-0-0 (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Kyi-Yim, Larson, Lockwood, Takamura, and Tokuhara); and is available for review upon request.

 

University of Hawaii Manoa (UHM): – Elmer Kaai reported the following:

 

·         On June 26, 2009, the UHM launched “Manoa Green Days”.  In Phase 1 the Facilities Management will close the following buildings on Friday, at 10 p.m. and will reopen on Monday, at 6 a.m.:  Architecture School, Bachman Hall, Crawford Hall, George Hall, Hawai’i Hall, Saunders Hall, University Health Services, and Webster Hall.  We each can make a difference and thus, let’s put words into action and do our part to conserve energy.

 

Mayor’s Representative – Mark Oto reported the following: 

 

  • The City Administration is presently conducting meetings to determine the best means to abate the illegal placement of bulky items in high density neighborhoods not only for the areas mentioned but other multi-family areas where illegal placement of bulky items is prevalent.
  • The Department of Transportation Services (DTS) has adjusted the signal timing for Beretania St. surrounding the construction area.
  • DTS wants to remind everyone that a pedestrian should start to cross the street only when the white “walkman” appears.  Once the white “walkman” turns into a blinking red hand, you can continue to cross.  However, if you have not started to cross by this time, DO NOT enter the crosswalk because you will not have sufficient time to cross the street safely.
  • DTS began the “Walk Wise Hawaii Program” for pedestrian safety, five TV Public Service Announcements (PSA) have been produced and aired annually.  We are currently in production of two PSA’s on pedestrian safety to be aired before the end of 2009.
  • DTS is actively exploring and evaluating the latest traffic control measures to address the various transportation-related concerns throughout the City, such as speeding, pedestrian safety, and parking issues.  Traffic calming is one option that may be utilized for implementation when considering which measure is the most effective for any particular community island-wide.
  • DTS did not receive any bid proposals for the Haouli & S. King St. pedestrian crosswalk pilot project by the deadline of May 20, 2009.  However, they are currently evaluating alternative procurement methods in order to move forward with the project.

 

Questions, concerns and comments:

 

  1. Correction on the second bullet, the location is Kalakaua Ave, between Kanunu and Kapiolani.

 

  1. Illegal dumping of bulky items continues in the area.

 

  1. Please have DFM place the instructions on the traffic signal pole for the pedestrians crossing device.

 

  1. Still very dangerous for pedestrian crossing South King Street and Hau’oli Street for Times Supermarket.

 

  1. Is there anything more that the City can do to stop the furloughs being done by the State?

 

  1. Meeting being held at McCoy Pavilion on Sunday, July 5th, 7 p.m. on the Special Use Permit for the sewer line.

 

Governor’s Representative – Sandra Lee Kunimoto reported the following:

·         The furloughs are still being negotiated with the unions.

·         The Governor is considering another cut of $55 million.

·         Please email the Governor if you have any concerns.

Board of Water Supply (BWS) – Kurt Tsue reported the following:

 

·        No main breaks to report the month of June.

·         BWS invites the public to attend its annual Halawa Xeriscape Garden Open House & Unthirsty plant sale on Sat, Aug 1 from 9 a.m.-3 p.m.  Those who attend can enter to win an Extreme Xeriscape Garden makeover, valued at more than $20,000, courtesy of Steve’s Gardening Service, Rain Bird and the Friends of Halawa Xeriscape Garden. ·         Please conserve water and use only what you need.

BWS checks for leaks along the lines up to the meter of your house. It is the property owner to check for leaks on their property.

 

ELECTED OFFICIALS:

 

Representative Scott Nishimoto – a report was circulated.

 

Senator Carol Fukunaga – a report was circulated.

 

Representative Scott Saiki – a report was circulated.

 

Questions, concerns and comments:

 

1.       There are no plans for a Special Session.

 

2.       HB 1405 is being overridden by the Governor’s veto.

 

3.       HB 1809 TV Recycling added to E-Waste.  Beginning January 1, 2011, each television manufacturer must recycle or arrange for the recycling of any television sold in the State.

 

4.       Rather see the State as being proactive then reactive.

 

PRESENTATIONS: The motion to add to the agenda “IOLANI SCHOOLS, THE PURCHASE OF THE DATE and LA’AU STREETS PROPERTIES” was ADOPTED by UNANIMOUS CONSENT, 11-0-0 (AYE: Carlos, Cuadra, DeVilbiss, Gollner, Hata, Kato, Kyi-Yim, Larson, Lockwood, Takamura, and Tokuhara), by at least two-thirds (10) of all Board seats.

 

Iolani Schools and the Date/La’au Street properties: Glen Ching reported the following:

 

·         There are no plans to currently build on the 5.5 acres of Date/La’au Street.

·         There will be a community meeting at ‘Iolani School, Seto Hall on Thursday, July 30th at 6:30 p.m.

·          In 2012 when property leases expire there are no current plans to not renew them, year to year.

·         The campus has out grown the current location and the school needed to look for possible expansion.

 

Questions, concerns and comments:

 

1.       My family has lived on La’au Street for more then 20 years. Is ‘Iolani Schools just going to kick us out on the streets?

 

2.       The rent is affordable for me and my family now.  What happens in 2012?

 

At this point, the Iolani spokesperson & the Date – Laau neighbors spoke, off the record and set up a meeting for further discussion on 30 July at the Iolani School.

 

Kamehameha Schools (KS) – Susan Todani (Mo’ili’ili Development Director) and Casey Ching (Senior Asset Manager) from Kamehameha Schools reported the following:

  • Kamehameha Schools (KS) and the educational activities are funded by the Endowment Division’s financial and real estate holdings. 
  • KS incorporates an integrated land management strategy which seeks to balance five values of economics, education, community, environment and culture.
  • A map of KS’ holdings in the area was presented.  Photos were presented of the renovation of the Rainbow Vista Apartments, which is slated for completion in late July/early August 2009. 
  • Cirrus Asset Management is renting the units to the public. 
  • The first major project that KS is evaluating is the development of the Varsity Theatre and Office Building sites and goals and visions for the project were presented. 
  • However, it was emphasized that this project is still in the early planning stages and that it may not be undertaken for several years. 
  • Representatives also discussed transit in Mo’ili’ili. 
  • KS supports rail transit as an enhancement to quality of life in the area and as a means to provide alternative forms of transportation.  KS is an advocate and positive voice for the best type of transit system possible with the least negative impacts (time/cost/aesthetics/business interruption) possible.”

University of Hawaii Federal Credit Union – Group 70:  Charles Kaneshiro presented the following;

 

·         The new addition will be a 5-story (2 levels of parking) building.

·         The setback from McCully Street is 25 feet.

·         Requesting the variance for the current loading zone will remain.

·         If a variance is not granted, the larger loading stall will deprive UHFCU of proper use of the site and create a taller building.

·         The new addition provides needed space for more jobs in the community and off street parking.

 

The Census 2010:  

·         Will begin soon, please make sure you and your family are counted. 

·         This determines the distribution of more that $300 billion annually.

·         The questionnaire is quick and easy.

·         Follow up information will be provided every 2 or 3 months until the Census looms closer.
