 Regular Meeting Agenda:   2009 – 2011 New Term

Please Note:  This is our initial convening meeting of the 1 July, 2009 to 30 June, 2011 term.  As such, the board must accomplish certain administrative matters as required by the new Neighborhood Plan, effective October 2008 and available online at www.honolulu.gov/nco

  A quorum of eight (8) members must be present to take action.  Please turn off /silence all electronic equipment.  You must be recognized by the Chair before speaking. Everyone, including board members, is allowed two turns to speak on a topic.  Each turn will be no more than one minute please.

 

Administer Oath of Office – Elected Board Members.

 This ensures that those members that missed the Saturday 20 June installation ceremony will be able to enter upon the duties of their office.  NP section 2 – 14 – 101(a)

 

1.      CALL TO ORDER.  Board members will be called to order by the longest consecutive serving board member as per Neighborhood Plan section 2 – 14 – 103.

    A. Call to Order by Ron Lockwood (1995 – 2009 consecutive)

 

    B.  Roll Call of Board Members (5 per sub-district) for a total of 15 members

             Sub-District 1 – Betty Lou Larson

             Sub-District 2 - Greg Cuadra, Judy DeVilbiss, Les Hata,

                                       Ron Lockwood and Clifton Takamura

             Sub-District 3 - Marijane Carlos, John Gollner, John Kato,

                                       Serena Kyi-Yim and Lee Ann Tokuhara

 

   C.  We will take reports from the Honolulu Fire Department and the Honolulu

             Police Department at this time for public safety.  NP section 2 – 14 – 112(a)

 

   D.  Vacancies.  Is there anyone willing to fill a vacancy in Sub-District 1?

         (4 openings)  Vacancies may be filled at this time to allow participation in officer

         election, for administration of Oath of Office and for the board photograph.

2.      PHOTOGRAPH OF ALL BOARD MEMBERS FOR THE 2009 – 2011 TERM.  A photo of the 2009 – 2011 Board will be taken at this time to update the N.B. #8 web-site.

 

3.      PROCEDURES FOR INITIAL CONVENING OF 2009 – 2011 BOARD.

      ELECTION OF BOARD OFFICERS FOR A ONE-YEAR TERM 2009 – 2010

      Officers will serve from July 1, 2009 to June 30, 2010, or until the election of a successor.

      Neighborhood Plan sections 2 – 14- 103(b) and 2 – 14 – 120.  For duties of officers see

4.      DETERMINATION OF PRE-ESTABLISHED DAY OF MONTH, TIME AND PLACE TO HOLD REGULAR BOARD MEETINGS. NP 2 – 14 – 103 (d) (2) & (3)

    A3. Meeting Rules & Recess Schedule      

           The McCully – Mo'ili'ili N.B. has utilized Meeting Rules in regards to length a 

            person may speak; if staff may speak for an elected official, etc.  We will review

            these rules at this time and take action.

 

5.      PUBLIC SAFETY & COMMUNITY LIAISON.  Questions in private or in

writing to these officials, before or after they speak would be greatly appreciated

to save time.

   raised as part of the public input" may be discussed and information received but NO

   decision may be made at that meeting.

8.      HOUSEKEEPING (for information purposes)

   A. Committees and committee chairs are appointed by the Chairperson.  The

          Purpose of committees is to review material and information and report its findings

          to the Board for appropriate action.  No committee may speak for the board.

          Committees will remain as is until the Chair has the opportunity to discuss with

          Each committee chair plans & objectives for the coming year.

         

9.      UNFINISHED BUSINESS

A.     Bulky Item letter- June.  To the Director of Environmental Services.

 

10.  NEW BUSINESS

A.     Voting Place Changes for 2010 Election in District 22.

B.     Candidate Forums for District 5 city council candidates

The concept is to have all seven (7) neighborhood boards establish two candidate forums BEFORE the 17 July mail-out of ballots so that we have the opportunity to ask questions to ALL candidates for this position. We will need to appropriate up to $150 from our funds for the rental of rooms, custodial fees, etc.  Please note this is up to $150 and the costs will be shared by each participating board.

Reading Rocks Quiz for Teens.  Ongoing until 25 July at McCully – Mo'ili'ili

Public Library.  This quiz tests the knowledge of teens on rock & roll; the quiz

is available at the Summer Reading Desk and the person with the highest score

will win an iTunes gift certificate.

 

July 3 & 4 Bon Dance at Mo'ili'ili community center.  Honor the ancestors, enjoy andagi, spam musubi, bbq meat, and shave ice.  See the politicians show up and

neighbors from past & present.  Sunset sees everything begin.  Parking YOYO.

 

       Saturday, 11 July at 11:00 a.m.  Meet the Author, Neil Numberman, at the

       McCully – Mo'ili'ili Public Library.  The author of "Do Not Build a Frankenstein",

       will talk about this and other books.  Appropriate for ages 3 and up.

       Monday, 13 July at 5:40 a.m. to 7:50 a.m.  Walk Wise Hawaii, Zippys and many

       volunteers from the AARP Urban Oahu Team will kick off a Pedestrian Safety

       campaign for Senior Citizens.  KHON 2's, Manolo Morales will be doing live

       interviews with us as we hold signs urging traffic to slow down at Zippys on South

       King Street.  Want to volunteer & receive a Walk Wise t-shirt call Ron Lockwood

       at 227 – 3773 or email at lockwood0849@gmail.com

 

       Saturday, 18 July at 2:00 p.m. The McCully – Mo'ili'ili Public Library will present

       the students of the Kim Kiyabu Piano Studio in concert.  Music and games will fill

       the library is this neighborhood favorite event.  Appropriate for all ages. 

 

       July 24 & 25 Rediscover Makiki will take place at Makiki District Park.  Movies,

       information booths, food, drinks, sale items. 

 

       Saturday, 1 August 9:00 a.m. to 10:30 a.m. Manoa Public Library is being rebuilt

       and a 'Book Brigade' will be needed to carry books from the present library to

       Noelani Elementary School – across the street.  A mostly symbolic walk, no one
