McCully - Moiliili Neighborhood Board # 8 Regular Meeting Agenda Thursday, February 5, 2009 6:30 p.m. – 8:30 p.m. Neighborhood Board Elections are approaching. Candidate Forms are available on line at www.honolulu/nco.gov or by calling 768 – 3717. Deadline to apply is February 20th. RULES OF SPEAKING: Anyone wishing to speak must raise their hand; and after recognition address their comments to the Chair. Comments must relate to the pending agenda item. Speakers are encouraged to keep their comments under one (1) minute, and those giving reports are encouraged to keep their reports less than three (3) minutes. Please silence all electronic devices. NOTES: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS, Chapter 92) specific issues not listed on this agenda cannot be voted on, unless properly added to the agenda. Only two (2) turns to speak, including Board members, of one (1) minute each. All times listed are for time management and are not to be considered as absolutes. I. FILLING OF VACANCIES (2 Minutes) Sub-District One: 3 vacancies (Due to being unfilled for 2 for two consecutive months, 2 residents from other sub districts may be considered at this time) As per the 26 January meeting of the Neighborhood Commission. “Neighborhood Board’s are allowed to fill any SD vacancy that goes unfilled for two consecutive regular meetings with a resident who lives within the Board boundaries but outside that particular sub district. This authority will expire at the end of the current term” VI. PRESENTATION (5 – 10 Minutes) Kennedy Theater Project Update. Interim Dean T. Bingham (Arts & Humanities). Mo’ili’ili Graduate Planning Practicum (Fall ’08) This project is complete And is undergoing spell and grammar checks before being released B. AARP Tax Sites for M/M in 2009 will be at Central Union Church at This service is open to everyone! Neighborhood, December. Over 200 students divided into 15 teams with assistance from Dept. of Parks & Recreation, Dept. of Enviro. Services, Totally Against Graffiti and the Honolulu Police Department F. 40th Anniversary of the McCully – Mo’ili’ili Library will be celebrated in November of 2009. NEW BUSINESS (5 Minutes per Topic) A. Reappointment of Ms. Joan Manke as Executive Secretary for the Neighborhood Commission Office B. Bulky Items 1. Resolution Supporting and Ordinance to Enforce the City’s Rules Concerning Bulky Item Pick Up C. Fireworks Coalition with HPD 1. Resolution to ask State Legislature to allow counties strengthen laws 2. Resolution to ask State Legislature for total ban (with exceptions) D. McCully – Mo’ili’ili Public Library 1. Resolution Supporting a Security Fence & Gate for the Parking Lot E. Bill 08-6 Pertaining to Bed & Breakfasts 1. Position Paper F. Blackouts. Resolution to have the Dept. of Emergency Management work with the Honolulu Fire Department to have back up oxygen, and generators available at fire stations for use by residents needing critical care during blackouts of four (4) or more hours in duration. Public Safety Legislation to send to appropriate committees for discussion and action 1. Red-light Photo Enforcement by installing cameras at signaled intersections resulting in fines for the owner of the vehicle 2. Helmets for moped & motor scooter riders 3. Reckless Driving definition broadened to include driving too fast, not staying in the proper lane, disobeying traffic signs 4. New restrictions on teen drivers 5. Commercial Driver restrictions to bring HI into compliance with Federal law by adding penalties for blood alcohol of 0.01 % or more
