Board Members Present:

Mike Golojuch, Chair, Transportation Committee

Maeda Timson, Neighborhood Board Chair

 

A variety of community members were present.

 

  1. Meeting called to order at 6:32 pm.
     
  2. High-Capacity Transit Corridor Project – Potential Routes Alignments and potential stations in the Kapolei (Ewa Plain area). 

a.      Consultants Gary Omori, Vicki Gaynor and Jennifer Russell, Senior Planner, Parson Brinckerhoff Quade & Douglas, Inc., provided a quick review of the alternative analysis process.

b.      Provided information on potential routes 4A, 4B, 4C and 4D from the terminus in Kapolei near the Honolulu Advertiser Building on the four alignments through Kapolei to Waipahu. 

c.      Community and board members present decided that it is important of the Leeward area to provided a united front in coming up with a final route and its stations. 

1)      It is important for Kapolei, including Makakilo and Honakai Hale, need to work with Ewa Beach and Waianae Coast communities to reach a compromise on a route through the community.   This will be brought up at the Neighborhood Board meeting and a request for a letter from the Chair be sent out to the other communities.

2)      Any route needs to go by the West Oahu Campus.

3)      Routes 4A and 4D need to be eliminated in favor of 4B or 4C.

4)      Circular commuter buses and park and ride locations are important aspect of the project.

5)      Location of the new Kapolei Bus Terminal is important for a rail system.

d.      Gary mentioned that he will be on the future agendas for the Neighborhood Board meetings to provide updates.  Another Transportation meeting may be necessary to gather the various communities together.

 

  1. Mike Golojuch provided an update on the 2030 Oahu Regional Transportation Olan. All of the major projects for the Kapolei/Makakilo/Honakai Hale area are included in the approved version.  The Makakilo Drive second access was modified to include four lanes and moved to the first half of the 30 year period.  It was noted that Councilmember Garcia has included funds for this project in the proposed FY07 City Budget.  Senator Brian Kanno has included funds in the State budget for this project.  
     
  2. Meeting was adjourned at 8:20 pm.
