KAILUA NEIGHBORHOOD BOARD

Kailua Neighborhood Board places a donation box at each meeting for non-perishable and canned foods as well as diapers and toilet tissue to distribute to appropriate service agencies and encourages board and community members to contribute.

 

I.    CALL TO ORDER                                                                                                                7:00 p.m.

 

II.   FILLING OF VACANCIES (2) IN SUB DISTRICT 2, ENCHANTED LAKE, KEOLU HILLS          7:01 p.m.

A.      Board members may nominate a candidate to fill the vacancies.

B.      Candidates may volunteer from the audience, but must be nominated by a Board member.

C.      Board members who nominate, and the candidate may speak for two minutes each, as well as others who support the candidate. Questions of candidates from Board members are in order.

D.      Ten votes are required for election. Term of office is from October 1, 2009 to June 30, 2011.

E.      One vacancy shall be filled before the other.  Any candidates who are unsuccessful for the first vacancy, if they agree, shall be included in the vote for the second vacancy.  Additional candidates may be added for the second vacancy if nominated by a Board member.

            A. Motion requested by the Parks and Recreation Committee:

Motion 1:  The Kailua Neighborhood Board requests that the City and County close the Keolu Skate Park from 10 P.M. to 5 A.M. daily, and that signage be installed informing the public of the closed hours.

 

            B. Motion requested by the Government and Community Services Committee:

Motion 1:  The Kailua Neighborhood Board strongly urges the restoration of Neighborhood Board refreshment Budgets. 

     

            C. Motion request by Vice-Chair Bartley:

Motion 1:  The Kailua Neighborhood Board strongly opposes Honolulu City Council bed & breakfast Bill 7, CD 1, 2008, and recommends adoption of bed & breakfast enforcement Bill 8, 2008.

1.  The request for speed abatement and street markings on Alala Road will be discussed at the Transportation and Public Works committee at its meeting of November 12, 2009.

D. Public Health, Public Safety and Civil Defense Committee- Claudine Tomasa, Chair

The Committee continues to monitor several community issues and working with affected residents,     government agencies, and elected officials relating to:

1.       Parking violations at Kaiolena Drive/Lanikai by commercial Wedding /Photography business: A meeting is scheduled with Representative Chris Lee, PZ&E and PHPSCD Committees to work on an action plan.  

2.       Civil Defense Sirens in Kailua: Hawaii Civil Defense spokesperson -Ray Lovell- reaffirmed that all siren upgrades and additions within Tsunami Zones in Kailua will be top priorities.

3.       Lead Pellets on Kaimalino Beach.

4.       Animal Cruelty & Suspicious Activity/Public Safety issues at Kapa’a Quarry/Industrial Park Areas.

5.       Community Concerns /Public Safety Issues/ The Shack.

6.       Community Emergency Response Team.

E. Government and Community Services - Jon Chinen, Chair

1.       Neighborhood Plan MMVIII – Neighborhood Commission’s has received notice from the City Clerk that the amendment to the NPlan MMVIII became effective September 14, 2009 and boards may fill vacancies caused by the election vacancies after that date. The KNB Board may anticipate the ability to fill its 2 vacancies in sub district 2 beginning at the regularly scheduled October 1, 2009 meeting.

2.       Property Tax Reform - BILL 51 (2009) – RELATING TO REAL PROPERTY TAXATION ; Bill 63(2009) RELATING TO REAL PROPERTY TAX EXEMPTION FOR AFFORDABLE RENTAL HOUSING; Bill 68(2009) RELATING TO REAL PROPERTY TAX EXEMPTION FOR HOMEOWNERS; Bill 69(2009) RELATING TO PUBLIC SIDEWALKS

3.       Programs and Services Impacts caused by State of Hawaii layoffs in general and numbers of positions along with potential reduction of Services, including the Department of Agriculture; Department of Health; Department of Human Services; Department of Public Safety are being monitored for equitable solutions in the October committee meeting.

4.       Senate / House Bill (Proposed) Re: Human Trafficking Establishes Class A, B, And C Felony Human Trafficking Offenses And Provision Related To Prosecution To The Offenses.  Adds Human Trafficking To Statutes Relating To Crime Victim Compensation, Forfeiture, Electronic Eavesdropping, And Organized Crime as well as the Human Trafficking Resolution (Pacific Alliance to Stop Slavery) request for NB support will be addressed with a November recommendation from GCS Committee.
