Kailua Neighborhood Board places a donation box at each meeting for non-perishable and canned foods as well as diapers and toilet tissue to distribute to appropriate service agencies and encourages board and community members to contribute.

II.   FILLING OF VACANCY IN SUB DISTRICT 2, ENCHANTED LAKE, KEOLU HILLS                   7:01 p.m.

   A.   Board members may nominate a candidate to fill the vacancy.

   B.  Candidates may volunteer from the audience, but must be nominated by a Board member.

C.  Board members who nominate, and the candidate may speak for two minutes each, as well as     others who support the candidate. Questions of candidates from Board members are in order.

D.  Ten votes are required for election. Term of office is from November 5, 2009 to June 30, 2011.

A. Transportation and Public Works –Chuck Prentiss

1. The request for speed abatement and street markings on Alala Road will be discussed at the Transportation and Public Works committee at its meeting of November 12, 2009.

2. Wanaao Road repaving.

B. Parks and Recreation Committee - Shawn Christensen, Chair

1. Updates for Kailua Beach Park - repaving project, CPT sweep

2. Kailua District Park - tree removal/replacement along Kailua Rd

3. Keolu Skate Park - community paint out/community service project

4. Enchanted Lake Park -  tree trimming

C. Public Health, Public Safety and Civil Defense Committee- Claudine Tomasa, Chair

The Committee continues to monitor several community issues and working with affected residents,     government agencies, and elected officials relating to:

1.       Parking violations by commercial wedding/photography businesses- affecting public safety- in Lanikai.  I attended a meeting with DLNR Director Laura Thielen sponsored by Rep. Chris Lee held on October 29, 2009 to work on an action plan.  

2.       Community Emergency Response Team- will obtain and inform residents of scheduled classes for year 2010.

3.    Lead Pellets on Kaimalino Beach – we will be requesting further information from the DOH relating to the frequency /depth of monitoring and removal of lead pellets.

  1. Government and Community Services - Jon Chinen, Chair

1. Neighborhood Plan MMVIII – the Neighborhood Plan Committee (of the Whole) met October 26 to consider proposed amendment to the NPlan 2008 for substantive and housekeeping amendments.  The Committee is seeking amendment proposals from the Public, Neighborhood Board Members and Neighborhood Boards for consideration. 

2. Property Tax Reform BILL 51 (2009) CD1– RELATING TO REAL PROPERTY TAXATION.  The CD1 version establishing two new Property Tax classifications to replace “Residential” and distinguishes between HOMEOWNER AND NON-HOMEOWNER for the purposes of property tax rates.  While the new classification is now broader and may benefit homeowners, the need for increased enforcement with additional staff and resources from city revenues is of concern to the committee as there is no guarantee that renters will be assisted with the CD1.  The committee anticipates further discussion presentations at the 10-27-09 City Council hearing;  BILL 63(2009) RELATING TO REAL PROPERTY TAX EXEMPTION FOR AFFORDABLE RENTAL HOUSING – passed second reading 09-24-09 in Budget Committee – bill monitor progress in GCS committee for possible recommendation for December 2009;  BILL 68(2009) RELATING TO REAL PROPERTY TAX EXEMPTION FOR HOMEOWNERS – passed first reading was deferred in Budget committee 10-07-09 -- monitor progress, possible committee recommendation for December 2009.

3. Civil Rights - Bill 69(2009) RELATING TO PUBLIC SIDEWALKS – deferred in committee 10-08-09 -- monitor progress, possible committee recommendation for December, 2009.

4. Programs and Services - Impacts caused by State of Hawaii layoffs and furloughs in general and   numbers of positions along with potential reduction of Services, including the Department of Agriculture; Department of Health; Department of Human Services; Department of Public Safety are being monitored for equitable solutions in the November committee meeting.

     5. Human Trafficking - the Presentation October 1 2009 resulted in a subsequent City Council Resolution 09-284 and it is anticipated that a Senate Bill will be introduced in January 2010 concerning the issue. The committee will monitor. Proposed Senate / House Bill Re: Human Trafficking Establishes Class A, B, And C Felony Human Trafficking Offenses And Provision Related To Prosecution To The Offenses.  Adds Human Trafficking to Statutes Relating to Crime Victim Compensation, Forfeiture, Electronic Eavesdropping, And Organized Crime as well as the Human Trafficking Resolution (Pacific Alliance to Stop Slavery) request for NB support will be addressed with a December recommendation from GCS Committee. The committee will continue monitoring.

    6. New Business - BILL 76 (2009) RELATING TO SOLID WASTE will be discussed for consideration by        the committee.
