Kailua Neighborhood Board places a donation box for board and community members at each meeting for non-perishable and canned foods as well as diapers and toilet tissue to distribute to appropriate service agencies.

B.     Filling of One Vacancy in SUBDISTRICT 1 (Kalaheo Avenue, Lanikai, Kailua Beach, Kaimalino) – If a motion is made and adopted to declare a vacancy regarding the above item.

VII.     BOARD BUSINESS                                                                                                                       8:50 P.M.

 

A.     Planning, Zoning and Environment Committee (PZE) – Donna Wong, Chair

 

Motion 1: The Kailua Neighborhood Board advises Mayor Hannemann to instruct the Director of the Department of Planning and Permitting to: 

(1)  Ensure that there has been a thorough review of the plans for the 1384 Aupupu Street project and its effects on the surrounding properties including common drainage, rockfalls, and mudslides; and

(2)  Assign a dedicated inspector making twice-weekly inspections with the inspection results made available to the public upon request.

 

Motion 2: The Kailua Neighborhood Board advises the City and County to delay the rail project until it has justified to the U.S. Environmental Protection Agency why all alternatives to an elevated rail line, such as light rail at street level and bus rapid transit weren't evaluated in the project Environmental Impact Statement (EIS).

 

B.     Government & Community Services Committee (GCS) – Jon Chinen, Chair

 

Motion 1: The Kailua Neighborhood Board supports Hawaii Kai (NB1), McCully-Moiliili (NB8), Aliamanu-Salt Lake (NB18) and Nanakuli–Maili (NB36) resolutions opposing imposition of an agenda template on all boards and calling for the Neighborhood Commission to rescind its agenda template approval.

 

Motion 2: Bill 22 (2009) – Relating To Public Transit. Section 1. The purpose of this ordinance is to amend the fare structure of TheBus. The Kailua Neighborhood Board strongly opposes Bill 22 (2009) because it discourages bus ridership with no concomitant provision for improvement in bus service.

 

Motion 3: Resolution 09-77 – Determining the Real Property Tax Rates for the City and County of Honolulu for the Fiscal Year July 1, 2009 to June 30, 2010. The Kailua Neighborhood Board strongly opposes raising residential property tax from $3.29 per 1000 to $3.59 per 1000 as this does not support tax relief for residential properties.

 

Motion 4: Bill 9 (2009) – Relating to the Real Property Tax Credit for Low-Income Homeowners. The Kailua Neighborhood Board supports the legislative intent of Bill 9 (2009) relating to the Real Property Tax Credit for Low-Income Homeowners.

 

Motion 5: Bill 19 (2009) – Relating to Real Property Taxation. Section 1. The purpose of this ordinance is to provide a one-time property tax credit to eligible owners of real property. The Kailua Neighborhood Board opposes Bill 19 (2009) relating to real property taxation in that this bill is a property tax increase not a relief.

 

Motion 6: Bill 32 (2009) Relating to the Minimum Real Property Tax. The Kailua Neighborhood Board supports Bill 32 (2009) relating to the minimum real property tax.

 

Motion 7: Bill 33 (2009) – Relating to real property tax exemptions. The Kailua Neighborhood Board opposes Bill 33 (2009) as the bill is overly broad in attempting to limit property tax exemptions.

 

C.     Non-Committee

 

Motion 1: The Kailua Neighborhood Board requests the City and County of Honolulu, Department of Transportation Services to address speeding problems on Wanaao Road between Keolu Drive and Kahakiaka Street and prepare suggested solutions.

1.   The Committee continues working on and monitoring several traffic safety and bicycling issues with the City Department of Transportation Services and the Honolulu Police Department. The committee has identified several on-going continuous problems that are a source of continuing concern.
