I. CALL TO ORDER 7:00 P.M. II. ELECTION OF OFFICERS 7:05 P.M. A. Election of Chairperson. B. Election of Vice-Chairperson. C. Election of Secretary. D. Election of Treasurer. (Each must be nominated by a Board member. Member nominating may speak for two minutes. Each candidate may speak for two minutes, as well as others who support the candidate. Questions of candidates from Board members are in order. Ten votes required for election. Term of office is from July 2, 2009 to June 30, 2010.) III. FILLING OF VACANCIES (2) IN SUBDISTRICT 2, ENCHANTED LAKE, KEOLU HILLS A. Board members may nominate a candidate to fill the vacancies. B. Candidates may volunteer from the audience, but must be nominated by a Board member. C. Board members who nominate, and the candidate may speak for two minutes each, as well as others who support the candidate. Questions of candidates from Board members are in order. D. Ten votes are required for election. Term of office is from July 2, 2009 to June 30, 2011. E. One vacancy shall be filled before the other. Any candidates who are unsuccessful for the first vacancy, if they agree, shall be included in the vote for the second vacancy. Motion: The Kailua Neighborhood Board regular monthly meetings for fiscal years 2009-2010 and 2010-2011 shall be on the first Thursday of each month, at the Kailua Recreation Center at 7:00 P.M. C. Motion: The Kailua Neighborhood Board approves Tinkle Malama to video tape and broadcast on Olelo its regular Board meetings for fiscal year 2009-2010. D. Government and Community Services Committee. Motion 1: The Kailua Neighborhood Board requests that the Neighborhood Commission Office provide Neighborhood Board members with a CD copy of the Neighborhood Plan 2008.

The Committee continues to monitor several community issues and working with affected residents, the HPD, Honolulu Liquor Commission, DLNR, DOH, C&C Dept. Of Emergency Management, Hawaii Civil Defense, and Elected Officials relating to: 1. Public Health - Kailua Counseling Center, Lead Pellets on Kaimalino Beach, National Children’s Health Study (by John A Burns School of Medicine). 2. Public Safety - Kaiolena Drive/Lanikai Parking violation by commercial wedding/photography business, Shooting of cats at Kapa’a Industrial Park, and Community Concerns/Public Safety regarding The Shack. 3. Civil Defense - Civil Defense Sirens in Kailua, Community Emergency Response Team (CERT). C. Executive Committee - Board Chair 1. Agenda Requirements – due Friday, July 24th - email to chair. 2. Transportation and Public Works - Chuck Prentiss, Acting Chair 1. The Committee continues working on and monitoring several traffic safety and bicycling issues with the State Department of Transportation, the City Department of Transportation Services and the Honolulu Police Department. Matters currently under discussion include: a. Possible installation of speed abatement devices on Kaha Street between Kihapai and Oneawa. b. Possible installation of car counter strips on Mokulua Street in Lanikai. c. School children need a clearly defined crosswalk with large readable signs at McDonald's intersection (similar to signs installed at Hamakua and Aoloa). d. Wanaao Road between Kailua Road and Keolu intersection needs to be looked at and crosswalks installed where necessary. e. Kaiolena Drive in particular and Lanikai in general need to be looked at for long range planning for mitigation of traffic issues. G. Permitted Interaction Groups 1. Wheelchair ramps at the corner of Kailua Road and Kalaheo near Kalapawai market and access to the triangle park with no defined crosswalk painted anywhere near. d. School children need a clearly defined crosswalk with large readable signs at McDonald's intersection (similar to signs installed at Hamakua and Aoloa). e. Wanaao Road between Kailua Road and Keolu intersection needs to be looked at and crosswalks installed where necessary. f. Kaiolena Drive in particular and Lanikai in general need to be looked at for long range planning for mitigation of traffic issues. g. Security is an issue for the parking structure at Lani Huli (Aulike Street). h. At the intersection of Kalaheo and Kailua Road near Kalapawai Market there has been continual flooding at the existing crosswalk that results in pooling of water for days after a rain. The drainage at the intersection is completely unsatisfactory and apparently caused by the recent sewage project. The water ponding there requires pedestrians to walk into the street to stay dry.
