        Transportation and Public Works Committee – Rick Bratt, Chair

1.   The Committee continues to work on and monitor traffic safety and bicycling issues with the City Department of Transportation Services (DTS) and Honolulu Police Department (HPD). The committee has identified several ongoing and continuous problems that need to be addressed and has requested that representatives from DTS and HPD attend the January committee meeting to discuss those issues.

Motion: The Kailua Neighborhood Board supports the preservation of historic portions of the area known as Ewa Field which was a former Marine Base located at Kalaeloa.

1.   Motion 1: The Kailua Neighborhood Board supports the following Capital Improvement Project (CIP) for Kailua: 1) Kailua District Park Gym Roof Repairs; 2) Retrofitting Kailua Disaster and Emergency Shelters; 3) Kuulei Road Sidewalks; 4) Kailua District Park Lights and Sidewalks; 5) Kalama Beach Park Ground Lights; 6) Maunawili Bus Stop Shelters at Kalanianaole Highway and Lower Auloa Road; 7) Kailua Beach Park Parking Lot Repaving; 8) Kailua Beach Park Boat Ramp Repair; 9) Ulupii Street Traffic Signal; 10) Maunawili Valley Neighborhood Park Picnic Tables and Benches; 11) Realignment of Bus Stops for Route 70 in Maunawili Valley to Lunaai Street at Lunaapono Place and Lunaai Street at Lunaanela Street.

 

2.   Motion 2: The Kailua Neighborhood Board authorizes the Neighborhood Commission Office to send out three-absence letters to Board members within 7 days of their third absence according to §2-14-106(a) and §2-14-106(c) as they occur.

 

3.   Motion 3: Shall the Kailua Neighborhood Board 31 Co-Sponsor a forum for NB 31 Candidates.

5.   Beach Erosion Control Study – DLNR – City – UHM – USACOE – ELRB studies ongoing; trees that are in danger of toppling are being removed as necessary after examination

d.     Kailua Elementary School children need clearly defined crosswalk at Aulike with large readable signs at McDonalds intersection (request signs similar to Hamakua and Aoloa)

e.     Request to DTS (and City Dpt of Facility Maintenance – DFM) to look at the higher luminosity reflective paint for road lines and markings to try to increase reflectivity for low light conditions

f.      Sidewalk at Kuulei Road fronting library is broken and unsafe (DFM)

g.     Wanaao Street between Kailua Road and Wanaao intersection and bridge-repaving & restriping need additional crosswalks
