BOARD BUSINESS 9:00 p.m. A. Motions requested by the Chair: Motion 1: The Kailua Neighborhood Board confirms the appointment of Kalana Best as a non-voting member of the Public Health, Public safety and Civil Defense Committee, and Stann Reiziss as a non-voting member of the Planning, Zoning and Environment Committee. B. Motions requested by the Planning, Zoning and Environment Committee: Motion 1: The Kailua Neighborhood Board strongly urges DLNR to refrain from issuing wedding permits on public land that is adjacent to residentially zoned areas and where there are no public facilities such as off street parking, restrooms, and adequate refuge disposal. C. Motions requested by the Government and Community Services Committee: Motion 1: The Government and Community Services Committee requests scheduling of a presentation September 3, 2009 on the full board agenda. State of Motion 2: The Kailua Neighborhood Board supports the Neighborhood Commission’s amendment to the Neighborhood Plan 2008 concerning filling of vacancies caused by the elections so that these vacancies may be filled by Neighborhood Boards from the impacted districts and sub districts. D. Motions requested by Linda Ure: Motion 1: The Kailua Neighborhood Board No. 31 shall decide by individual recorded vote, the Committee Chairs of the Standing Committees of the Board to include: Parks and Recreation; Planning, Zoning and Environment; Government & Community Services; Transportation and Public Works; and Public Health, Public Safety and Civil Defense. Motion 2: The Kailua Neighborhood Board No. 31 shall decide by individual recorded vote, the Committee Memberships of Standing Committees of the Board to include: Parks and Recreation; Planning, Zoning and Environment; Government & Community Services; Transportation and Public Works; and Public Health, Public Safety and Civil Defense. Motion 3: The Kailua Neighborhood Board No. 31 shall continue the Executive Committee (Established 8-5-04, first meeting 8-23-04) as a Standing Committee of the Board. The officers of the board shall assist the presiding officer of the board according to the Neighborhood Plan 2008. The presiding officer and other officers of the Board each have one vote. Motion 4. The Kailua Neighborhood Board requests the Department of Transportation Services and Oahu Transit Services, Inc. (The Bus) to realign the Number 70 Bus route to continue on Lunaai Street and turn left at Lunanela Street and right at Lunaahelu Street to allow the upper portion of Maunawili Valley Park Residential area access to bus service in compliance bus stops every one-fourth mile standard criteria. X. COMMITTEE REPORTS 9:30 p.m. A. Public Health, Public Safety and Civil Defense - Claudine Tomasa, Chair The Committee continues to monitor several community issues and working with affected residents, government agencies, elected officials, and working jointly with the PZ&E Committee relating to: 1. Kaiolena Drive/Lanikai parking violation by commercial wedding/photography business. 2. Kailua Counseling Center relocation to Kaneohe. 3. Lead Pellets on Kaimalino Beach. 4. National Children’s Health Study. (JABSOM) 5. Animal Cruelty & Suspicious Activity/ Public Safety Issues at Kapa’a Quarry/Industrial Park Areas. 6. The committee will be further addressing the commercial traffic and parking problems in Lanikai. 2. We are waiting for a further response from the City DTS on requests for speed abatement devices on Kaha Street and Wanaao Road. 3. We expect to receive another petition from residents of Kainui Drive for speed abatement devices. Possible installation of speed abatement devices on Kaha Street between Kihapai and Oneawa. b. Possible installation of car counter strips on Mokulua Street in Lanikai. c. Wheelchair ramps at the corner of Kailua Road and Kalaheo near Kalapawai market and access to the triangle park with no defined crosswalk painted anywhere near. d. Crosswalk with large readable signs at McDonald's intersection (similar to signs installed at Hamakua and Aoloa). e. Wanaao Road between Kailua Road and Keolu intersection needs crosswalks installed where necessary. f. Kaiolena Drive in particular and Lanikai in general need to be looked at for long range planning for mitigation of traffic issues. g. Left turn phase at Oneawa and Kihapai Streets. 4. Adjournment.
