Planning, Zoning & Environment Committee – Donna Wong, Chair Motion: The Kailua Neighborhood Board requests that the State Department of Health Clean Water Branch trace the path of wastewater after it leaves Aikahi Wastewater Treatment Plant outfall one mile off shore to determine various chemical levels and wastewater's effect on the marine ecology of Kailua Bay. B. Non-Committee Motion – The Neighborhood Commission and the Neighborhood Commission Office reported that budget cuts for the 2009 neighborhood board elections will likely result in a substantial change in the election process. While the replacement of the paper ballot system by either all electronic or a combination of on-line and phone-in elections is unlikely to increase participation beyond the 2007 returns, neighborhood boards must insist on being part of the decision-making process.
