THURSDAY, JULY 30, 2009

LAIE ELEMENTARY SCHOOL

 

ENVISION LAIE PLAN PRESENTATION

 

Members Present Jr. Primacio (Chairman), Richard Fale (Vice-Chairman), Kela Miller

(Secretary), Moana Kalua’u (Treasurer), Jimmy Leonardi, Les Steward, Norman

Kaluhiokalani, John Elkington, Dolly Kelly Paddock, Creighton Mattoon, Dee Dee Lefts

 

1.         Call to order by Chair Junior Primacio at 7:00 PM

2.         Neighborhood Board Members in Attendance Dee Dee Lefts, Creighton Mattoon, Moana Kalua’u, Richard Fale, Dottie Patty Paddock, John Elkington, Kela Miller, Les Steward, Norman Kaluhiokalani, Jr Primacio, Jimmy Leonardi. Full Quorum present.

3.         Chairman Jr. Primacio welcomed the crowd and introduced all the Board Members and its officers, and reviewed the protocol and having people sign up to speak and that each speaker will be given 3 minutes and if because of time we cannot have everyone speak they would have the opportunity to write their comments or questions to the Envision Laie Committee and give it to Kela Miller (Secretary) and that will be given to the Envision Laie Committee, please make sure that you have your name and email address or phone numbers so that they Envision Laie Committee can get back to you, the Chair then turned over the meeting to Richard Fale.

4.         Vice-Chair Richard Fale conducted the Presentation of Envision Laie, he then explained again about each speaker having 3 minutes to speak. He then turned over the time to the Envision Laie Presenters.

5.         Laie Community Association President — Pane Meatoga, Slide Presentation and introduction of committee members to do slide presentation, Overview of Envision Laic Issues, Process. Slide Presentation findings are posted in full at envisionlaie.com.

6.         Gretchen Comey — Heart & Mind Strategies Research Firm/partnered with Omni Track Group who is a local group in Hawaii. Slide Presentation findings are posted in full at envisionlaie.com

7.         President Steven Wheelwright BYUHAWAII — Slide presentation — 2400 students from 70 countries 20,000 alumni, 2,400 employees,700 student workers at PCC. Mission: Three imperatives (1) Continue to improve quality, (2) Lower Costs, (3) Serve more students. Funding breakdown annual cost per student 2008 - $ 16k. Relocate designated areas for new housing light industrial to Malaekahana. Slide Presentation findings are posted in full at envisionlajecom.

 

 

8.         Pres. Von Orgil —Polynesian Cultural Center - Gave a brief History of the opening of PCC October 1963, and understanding that since that time PCC has been very successful in the years that it has been opened. PCC has been given support from 1963 to the present to the BYU-Hawaii.

People from all over the world have been attracted by the way each culture is portrayed by the different cultures at the PCC.

 

Pane Meatoga LCA President — Closed the presentations he reiterated that we need the Envision Laie Plans — It is time for a change, handed over to the NB 28 petition 1,142 Signatures in favor of the Envision Laie Plan.

 

Richard Fale:     Turned the time over to the community who signed up to speak letting each speaker know that they have 3 minutes.

 

Resident/Community Concerns:

 

Logo Apelu                    In full support of the Laie Envision Plan. We need affordable housing, expand BYUH and the PCC.

 

Fred Camit -                  Resident of Sunset Beach — Attended BYUH and graduated 1997 four (3) daughters married w/children live with him in his home and he support changes for affordable homes and economic sustainability.

 

Donnette Kekauoha -      Supports growth & Development, attended Church College Of Hawaii and graduated, I support the growth of BYU­Hawaii and PCC and the Community of Laie. Remember with no growth our community will die.

 

Delsa Moe -                   Supports Envision Laie — Blessings of living here in Laie is To be able to work in Laie.

 

Bobby Akoi -                  Old African Proverb: It takes a whole village to raise a child. Supports Envision Laie Plans.

 

Joseph Kalili -                Hauula Resident — Represent the families of Hau’ula, always supported affordable housing and families education especially work & jobs. Laie was always a sister to our community, need to work together. Support this Envision Laie Plan.

 

Keo Polvado -                Born and raised in La’ie. Family here since 1864, I support Envision Laie.

 

Kelela Lombard -            Homeowner in Laie for 8 years, first came here in 1961, children moving out need affordable housing and become more economically sustainable and supports this Envision Laie.

 

Kevin Schlag -                Laie Resident, also a board member of the Laie Community Assoc. I am a renter, still waiting for affordable housing, neighbors help us be more sustainable have better and safe running trails. I support Envision Laie.

 

Judd Whetten -              Byuh employee, raised 5 children and they all went to Kahuku High School, they attended Byuh and now all have gotten married and they all live on the mainland. I am in favor of a responsible development that will provide places for our kids to live and work. We need to do whatever we can to minimize impact of more people.

 

Joaquin Chang -             Kekauoha family can’t afford to live here renter, supports the Envision Laie.

 

Kathy Mattoon -             Punaluu resident kuleana land and belong to the Ahuna Ohana, she wants the NB to know that she helped to write the petition to form Neighborhood Board in Koolauloa Area. Housing has been an issue forever and every time we have development plan housing is on the top of the list. In 1991 when we have the development plan housing was on the top of list and the Laie Community Advisory Board in 1999 was very concerned that nothing has been done; your community group asked that the highest development priority be placed on housing. Today in 2009 we are reviewing reports 18 years ago I helped support for housing 18 years ago, there was land designated chosen by the church for development but nothing has come about, my concern is we have this massive plan before us larger then any other development plan that we have had and we still are not sure if this plan will ever happen, affordable housing will be happen in the next 5 years or 14 years who is going to tell us that this is really what we really have.

 

Gladys Pualoa-Ahuna     7~ Generation descendants of this town our ancestors were here before Kamehameha conquered Oahu and they were here before the church purchased this land in 1865. What I say here tonight I say in behalf of my ancestors I fully support the program. My ancestors is very pleased with the progress that this community has made, I feel no pain for any of them they love what they have seen and what we have done. I support Envision Laie, and I have been involved with this plan.

 

Glade Tew -                   13 yr. resident, Byuh employees. 5 Children, plan to stay, want to buy, concerned about 2n’~ home purchases, supports Envision Laie, open space planning.

 

Ahi Logan -                    Supports Envision Laie Plan. Many discussions about affordable housing.

 

Kealii Haverly -               Supports Envision Laie “If not now, when, if not us, who...”

 

Jim Anthony -                Strongly Opposed to the proposal for (six) fundamental reasons: Please see attached statement by Dr. Jim Anthony. (See Attached Statement).

 

I-lank Wasson Sr. -        Born/raised in Laie, we must know what would be the cost of this affordable housing how many would be qualified. Development will come but it shouldn’t be now. I do not support this Envision Laie Plan.

 

Dawn Wasson -             I see a massive people in yellow shirts that don’t look like me that mean they are not from here. She represents Kuleana land owners, kuleana land owners our land has been stolen from the time the missionaries came in Laie in 1865 it has not changed it is still be stolen by HRI and the entity Zions Security, until HRI stop being a thief that’s what they are a thief stealing kuleana land owners land all of you who sit here and support this project are raping right with them you have been sodomized by this development telling you to support this because you need it. You want to believe that you need this but guess what you ain’t going to qualify. This developer has not told you how much the cost of the housing will be as long as you support this you will never know your children, and the generation to come will never know. This neighborhood Board is stacked with pro-developers in behalf of HRI. I leave you with all this message, the bones the iwi of my kupunas rest in your hands the children of the future is your responsibility and when they come to you and ask you why is our culture, history and language not here anymore you are the ones responsible for the death of our Hawaiian Natives, our culture is going to die with this developer. I hold you all personal responsible.

 

Harry Wasson -              I’m the 2~ generation that went back to the land to raise taro and learn about the culture that goes with the land, it is sad because a lot of people here have never been in a real taro patch and don’t even know about Hawaiians who own their own land this is one Hawaiian who own land in Laie. I cannot support this development until you look more into everything especially the water I cannot raise taro because there is no water in the stream because of the brackish water. All the water goes especially when the plantation closed down all the water went to development you not thinking that the water affects the ocean, fish and limu and the reef

 

Ann Watson -                As a resident of Laie and a homeowner a low income home owner, was able to buy home dirt here in Laie, with the help of the City was able to build a house. Affordable housing, Education we need to sustain the University, PCC, We need to keep jobs here, I volunteer at the PCC.

 

Kevin Kelly -                  Kahuku resident defend Oahu coalition Envision Laie Plan no vision, building more affordable housing doesn’t mean that people in Laie we’ll be the owners, others may qualify and move in, because they can’t afford the homes, it will not be only people from Laie.

HRI has the land to build affordable homes and they don’t do it. What does that say to this community why we are going to build in open space, damage our roads. We need to empower the students coming out of Byuh to start their own businesses in Laie; we need to have jobs that pay salaries so that we don’t have to depend on affordable housing. I think Envision Laie has fallen short of that vision. There is no vision the Board I urge you to not take a vote to go with the Sustainable Community Plan as it is written because a lot of people spent a lot of time and we thank them for that effort.

 

Richard Fale -                Discussion to extend the mtg 10 mins to give the community a full hour for input. Should we make a motion to extend another 10 mins, motion made to extend the community input by Richard Fale and it was second by John Elkington, the Board voted unanimously in favor. Richard then turned the remaining time back to the community for input. He reminded the community to maintain the same spirit and dignity and respect that we have had thus far.

 

Noel Muraki -                 Not against development or housing, is the hospital adequate enough to handle a project like this. I tell you right now it is not adequate. I am thinking about the people that will be living in the 1200 homes is the hospital be adequate enough to handle their children. Is the sewer system adequate enough to handle, will security be upgraded. Spillage reports are there is any.

 

David Hannemann -        I support the Envision Laie Plan, my great appreciation and gratitude for these entities, when there is no vision the people vanish. When Pres. Orgil showed 45 accomplishments what is the most important PCC accomplishment recognizes for the entire Koolauloa and North shore area, can someone tell me for 45 years ago, it was the Bus, in 1963 there were 4 Samoans driving taxis. There was no transit; PCC took the initiative to get the bus to come to the Koolauloa. Graduation held at the CAC from Kahuku High School, Red Cross Center at Byuh, Kahuku High School swim team uses the facility at Byuh, that’s why I support this plan.

 

Kim Makekau -              Conceded his time to Katherine Heath.

 

Katherine I-leath -           I am a Homeowner, and have 2 children — concern I have public education, and have worked for 20 years with the Dept of Education, as a Doe employee I have been threatened with pay cuts why because we do not have a sustainable and we have relied on tourism and it has failed us measurably and yet are asking us tonight to invest in greater tourism, I also live on Kuleana Land too. I am a member of the PAC of which lam a member I have sat many an hours and have read every single page of Hri’s proposal in conjunction to this and they put it on the 1999 draft and did not put on the share draft on which they have access to.

 

Chad Compton -             18 year resident hopes to heal division in the community. Appreciates Aunty Dawn, Uncle Hank they have been good to us. Status quo is not acceptable. Pcc made it clear and so have Byuh that they are not sustainable the community is not sustainable too. Favors Envision Laie Plan under some conditions. Preserve our way of life and our culture and will go way out of way and may have some just reasons.

Ray Magalei -                Born raised in Laie 40 years. He is the only siblings of 4 that still live here in Laie, the rest had to move. He would like all children to live here in Laie. Supports Envision Laie Plan.

 

Inoke Funaki -                Resident of Laie 39 years/35 of those was in hoping to afford a home. Supports Envision Laie Plan.

 

Richard Fale -                Turned the meeting back over to Chair Jr. Primacio and if we can with a round of applause acknowledge whether you are for or against this, acknowledge the men and women in uniform who serve us overseas 29 brigade combat and the 100 infantry battalion 442 regiment team who cannot be here today because of the service to us at this time, we can acknowledge that with a round of applause.

 

Discussion -                  All comments will be taken if they are submitted in written form and will be submitted to the NB, since we haven’t voted yet we will accept testimonies.

 

Jr. Primacio -                 What is the pleasure of the Board any discussion or comments: How many did not testify’ 21. We had said earlier those who did not testify will have an opportunity to put it in written form and will be submitted to the Laie Envision Team. Any other discussion.

 

Motion made by Kela Miller — Which the NB accepts and supports the Laie Envision Plan. Seconded by John Elkington.

 

Creighton Mattoon          I some procedural questions here testimonies have not been completed; I understand that 21 people have not been able to speak before we make any decision that this motion is not in order. Also I circulated insert from the NB plan and directly applies to a statement made earlier this evening by Dawn Wasson to the question as to the make up of this board. Before any action can take place there must be a disclosure of any possible Conflict of Interest. It states you shall disclose any conflict of interest however after you disclose that conflict you may still take action and participate and it doesn’t stop you from voting. There are two issues here one disclosure and one to the motion to accept is in order.

 

Dee Dee Letts                I do support Creighton in his disclosure it does say direct or in direct in common talking with the commission that means anybody employed by any of the organization proposing the plan must disclose if they are employees for those organizations. I also join Creighton in saying its wonderful that people can submit their comments in writing if they want to do that and get an answer from Envision Laie , but there is a motion before the board and without knowing all the testimonies that people have around this issue, I as a Board Member cannot take a position at this time and I think the Motion is totally our of order until all testimonies is either heard or circulated to the board, should the motion not be called out of order and we have further discussions I have further comments.

 

Dolly Kelly Paddock       I do support Creighton and Dee Dee comments I also believe this motion is out or Order.

 

John Elkington               In light of the fact that this is very emotional and very important vote, and we didn’t have time to hear the rest of the testimonies and that we complete to hear rest who did not testify and responsibility to hear all the testimonies so that we can vote once it is completed.

Richard Fale Mr. Chair I would like to submit a motion before the Board to extend the meeting to include all 21 to be able to testify, it was seconded by Jr. Primacio we accept this motion all those in favor signify by your hand, all in favor motion carried. Kela will you please read the names on the list.

 

Hannah Kamauoha         Taxes rise, will affect Kuleana Lands haven’t decided yet.

 

Jason Renaud -              Born raised in Laie resident of Waimanalo pray before deciding, make it right — undecided.

 

Kent Fonoimoana -         Research Workshops were biased unclear on support

 

Harry Brown -                 Strongly supports Envision Laie Plan. 40 year resident, from the Island of Maui, Kaanapali no locals there.

 

Lupe Piena -                  30 people lived at one time or another in home. She is the only one who lives here, open to change ‘If culture is to survive it must be open to change. Supports Envision Laie

 

Ui Pualoa -                    How much water cans our ahupua’a support community, activities, not fully support Envision Laie.

 

Marcus Martins -            BYIJH employee 9 year resident, children married moved on, recognizes benefit of Byuh, Pcc/LDS on its community members, concerned that it may become like Aspen, rail, etc.

 

Carol Phillips -               Moved here when 2 yrs old. Kahaluu resident cost? If project goes forward must set new standards of

environmental sustainability.

 

Diane Hoppi -                 17 yrs resident moved from Waikiki, concerned about food imported, sustainability means growth.

Kirk Peterson -               Laie resident fix current areas before building new, work on drainage, energy, water conservation, are they really affordable, not enough info for Board to make clear decision.

 

Ben Shafer -                  Kahana resident — supports all but should be 100% locally built. Should have used local research. 2uid homes on beaches, continuous changes in proposed growth will push out the locals.

 

Kim Makekau -              3 yr resident prior Byuh student, plan is not the end product. Let the plan go and move forward to work

together.

 

Kupuna Ipo

Thompson -                   Raised in Laie, supports Envision Laie Plan.

 

K C Connors -                Doesn’t think Envision Laie god’s best, affordable housing either costs too much or salary and income is too low. Talents, swap meet in Hauula, Farmers Market in Kahuku, talents should be used.

 

Tamara Ulima -              Supports Envision Laie, commutes to town lives in family home, “our generation is open to change.” Sang a tune to you’ve got to give a little.

 

Ualani Nagy -                 Laie Girl for Life, returned in 1985, has 4 children, wants Laie to be a place for her children. Supports Envision Laie.

 

Margaret Primacio -        7 generations in Kahuku, caution w/plan, when approved development did not happen. Hold HRI accountable. No Carte Blanche” approval plan w/homes, recreation, Ag.

 

Alan Oleole -                 1963 came as student, returned 1973 as teacher, concerning 1973 about affordable homes, worked on committee to propose affordable homes, Zion’s Security said no affordable homes because it would lock in BYUH and that was 30 years ago!

 

CY Bridges -                  lives on kuleana land. Three generations live with him. We will grow for sure, must work through problems. Supports Envision Laie.

Les Steward                  Reminds community this is only the beginning of a process.

 

Dee Dee Letts -              Byuh/Hri asked for current standing 17 years ago but has not made any changes. Concerned that HRI will change zoning and not deliver. It is inappropriate for the Board proposal not in compliance, double growth of current plan. Suggestions by ByuhlPcc to not count students, 2Rd homes, transient faculty is asks to defer.

 

Creighton Mattoon -        Against the motion, supports affordable housing, however any vote tonight will still have to be reviewed by the Sustainable

Community Plan Board and additional 2 yrs process.
