Ko’olauloa Neighborhood Board No. 28 (BOD)

Special Meeting on Kahuku Villages EA

July 30, 2008 at Hau’ula Community Center 7:00 PM – 9:00 PM

 

BOD Members Present: K. Heath; K. Ishol; C. Mattoon; J. Primacio; J. Leonardi; J. Elkington; D. Letts;

D. Wasson; B. Kahana; L. Steward

 

Meeting called to order by Chair Letts at 7:00 PM with 10 BOD members present.  (See sign-in sheet)

 

Chair Letts described the purpose and ground rules for the meeting.  The BOD will hear from the BOD Chair of Planning & Land Use, followed by BOD discussion / decision-making, general comments and public comments. The issue under discussion is whether or not the Board should support a “finding of no significant interest” or FONSI for the Kahuku Villages Project.

Chair Letts strongly requested an extension of time for review of the EA, but was told that was not possible.  The deadline is August 7, 2008 for input. 

 

General discussion by the BOD concluded that the project will have a significant impact and the socio-economic issues were not addressed.  Impact will be throughout the area not just Kahuku.  The EA did not adequately address issues on ‘iwi and was seriously remiss in providing basis for enforceable actions in any agreements related to projects.  Language is unacceptable regarding access and violates PASH.  There is insufficient information in the current report from the owner as to the impact on flora and fauna.  There was much focus in the document on the “18 high end lots and 12 country lots to the exclusion of discussion on the 70+ families affected.   D. Wasson and J. Primacio presented written comments and additional questions.  

 

Dawn Wasson moved and Kathryn Heath seconded motion that the BOD accept the Planning and Land Use Committee report.   Motion passed with 8 voting “yes” and 2 abstaining.    

 

Public discussion / comments:

 

·          Agree with Committee report – more information is needed on impact

·          KVA has been working for a long time to get affordable housing

·          Concern with separate guidelines for luxury housing, including design standards

·          Individual offered assistance to help to build affordable housing

·          Birds can live for free, people need housing

·          Speculation exists as to the million-dollar houses

·          Phase 4 issues of Kahuku not settled

·          Timeline is too short for review and comments

·          Focus of the EA is only on the 18 luxury and not enough on the impact to others

·          Not clear what will be built when

·          Just found out that the developer is planning a fence around the full perimeter of the golf course

·          This is a political issue with interference by Mayor

·          Condemnation process could be used to protect housing

·          Need for the community to come together to find better solution and fight the government/political influences.

·          The overall impact is not known

·          Project is important and tired of hearing others hold up the project

·          Not sufficient information to support what is being asked

·          Needs better project plan
