NORTH SHORE NEIGHBORHOOD BOARD NO. 27

 

DRAFT REGULAR MEETING MINUTES

TUESDAY, JUNE 23, 2009

JOHN KALILI SURF CENTER

 

CALL TO ORDER: Chair Michael Lyons called the meeting to order at 7:00 p.m. with nine (9) members present. Note – This 15-member Board requires eight (8) votes to establish a quorum and to take official Board action.

 

MEMBERS PRESENT: Jeffrey Alameida, Leif Anderson, Jacob Ng, John Hirota, Warren Scoville, Reed Matsuura, Gil Riviere, Arlene Kawahakui, Michael Lyons, Antya Miller, Geraldine Meade, and Carol Phillips.    

 

MEMBERS ABSENT: Blake McElheny, Ollie Lunasco and Robert Leinau.

 

GUESTS: Lieutenant Byron Martin and Officer Gerald Scoville (Honolulu Police Department), Alenka Remec (Mayor’s Representative), Reed Matsuura (Councilmember Donovan Dela Cruz’s Office), George Kuo (Board of Water Supply), Galen Yoshimoto (State Department of Defense, Governor’s Representative), Judy Fomin (Representative Michael Magaoay’s Office staff), Kathleen Pahunui (Friends of Waialua Town), Stew Ring (Mokuleia Community Association), Bill Brizee (Architects Hawaii), Asa Chun (Lifeguard, John Kalili Surf Center), Matt Miura, Sam Maratell, Jim Harper, Nash Witten, George F. FILLING OF VACANT BOARD SEATS: Chair Lyons noted come July 2009, there will be some vacancies that will need to be filled. At this time, Certificates of Recognition were awarded to outgoing Board Members Leif Andersen, Gerri Meade and Oliver Lunasco; recognitions were given by Chair Lyons on behalf of the Board and Matsuura on behalf of Councilmember Dela Cruz. 

 

Phillips arrived at 7:03 p.m.; ten (10) members now present.

 

CITY MONTHLY REPORTS:

 

Honolulu Fire Department (HFD): No HFD representative was present.  

 

Honolulu Police Department (HPD): Lieutenant Byron Martin reported the following:

 

  • Statistics for June 2009 included 14 burglaries, 40 motor vehicle thefts and 25 unauthorized entries into motor vehicles.
  • HPD officers were trained to watch for the presence of All Terrain Vehicles (ATV’s) on area beaches.
  • Officer Gerald Scoville was introduced and will be HPD’s newest representative to the Board come July 2009. 

 

Appreciation was expressed to HPD for patrolling ATV’s at area beaches.     

 

Mayor’s Representative: Alenka Remec, from the Mayor’s Office reported the following:

 

  • BWS crews were sent to inspect manholes on Kamehameha Highway that were reported to be leaking. Crews found water coming from two BWS valve covers. When these same manholes were inspected a week later they were dry. Apparently, water accumulates after heavy rains and then drains out.
  • Anyone applying for a building permit on land zoned agricultural is required by the City Department of Planning and Permitting (DPP) to fill out an agricultural affidavit; this would indicate an acceptable agricultural activity on the plot plan.
  • The Neighborhood Commission Office (NCO) is taking feedback from the 2009 Neighborhood Board elections to be incorporated hopefully in higher voter participation rate in future elections. NCO noted that the system in place is safe, secure and accessible.
  • The City Department of Transportation Services (DTS) requests more information such as a specific street or intersection of the request for a crosswalk near a proposed football field in Mokuleia.
  • DPP is responding directly and indirectly (through Councilmember Dela Cruz’s office) a request by Jake Ng expressing disappointment with the City’s unresponsiveness to the fact that Pake Ditch (Haleiwa Stream/Paukauwili Stream) is clogged. On June 13, 2008, the consulting firm Hida, Okamoto and Associates (HOA) prepared a study for the Haleiwa Stream in the vicinity of the privately-owned culvert. Following the City’s standards, HOA determined that with or without the privately-owned culvert, there would be no significant increase in the water surface elevation at both the upstream and downstream ends of the property thereby the water overflow would be contained within HOA’s client’s property. DPP accepted HOA’s report on or about August 12, 2008. Pursuant to a request for investigation, a staff member from Councilmember Dela Cruz’ office borrowed the HOA report on or about June 17, 2009 from DPP. A copy of the HOA report was made for review by Mr. Ng as requested per DPP.
  • At a meeting with Bark Park proponents Ms. Nakagawa and Ms. McNulty, the following was discussed as additions to their plans: (a) parking for dog park users; (b) irrigation at Kaiaka Park will be heavily used; (c) relocation of the entry area; (d) elimination of a fence in the leashed dog area in favor of a small area for bark park use; and (e) accommodations based on the Americans with Disabilities Act (ADA).
  • Recent improvements at Waialua District Park are an example of public-private partnerships.
  • The Ala Moana Sunset on the Beach takes place on Friday, June 26, 2009 from 3:30 p.m. to 10:00 p.m.; Saturday, June 27, 2009 from 10:00 a.m. to 10:00 p.m.; and Sunday, June 28, 2009 from 10:00 a.m. to 6:00 p.m. The event includes Dragon Boat Races, rides by Heather’s Inflatables, local food vendors and crafters. The movie on Friday at 7:15 p.m. is Ironman and on Saturday at 7:15 p.m. is Kung Fu Panda.   

 

Questions, comments and concerns followed:

 

  1. It was suggested that dog park proponent’s talk to residents immediately across the proposed Bark Park for their input. Mr. Ng is requesting a meeting with the Director of the City Department of Parks and Recreation (DPR). 
  2. The City should utilize and include ADA accommodations of the second floor of the John Kalili Surf Center.  
  3. Bathrooms were recently torn down at Liliha District Park that cited safety issues. DPR and DPP will follow up at this and other public parks of similar problems.
  4. Speed bumps should be installed on Crozier Drive.
  5. Disappointment was expressed with Representative Magaoay for not sending an email concerning roadside memorials becoming a major distraction.
  6. It was requested that night lights be installed at Haleiwa Elementary School.
  7. Concerns were expressed about the dangerous conditions of Banzai Skate Park.  

 

Board of Water Supply (BWS): George Kuo highlighted the following:

 

  • There were no water main breaks in May 2009.
  • The BWS mailed their Annual Water Quality Report of where Oahu’s water meets/exceeds federal standards.  
  • Summertime is when water consumption increases, therefore, customers are asked when using water, don’t waste it.

 

Miller arrived at 7:20 p.m.; eleven (11) members now present.

 

Questions, comments and concerns followed:

 

  1. It was mentioned that the containments in the area water was excluded in the Annual Water Quality Report. It was noted that the water quality report received by residents explains the quality of water by geographic region.
  2. A concern stated that there was lots of sand on the pipeline clogging water flow; BWS will flush the sand.

 

Councilmember Donovan Dela Cruz: Reed Matsuura distributed Councilmember Dela Cruz’s written report and highlighted the following:

 

  • Resolution 09-77 – Raises the real property residential rates from $3.29 to $3.59 per $1,000 valuation.
  • Bill 20 – Raises the motor vehicle weight tax from $0.03 to $0.04 effective July 1, 2009 to $0.05 effective July 1, 2010.
  • Bill 21 – Increases the highway beautification and abandoned vehicles fee from $5.00 per vehicle to $6.00 per vehicle effective September 1, 2009 and $7.00 effective July 1, 2010. Funds will be used to various beautification and projects for part of highways under the City’s jurisdiction.
  • Bill 22 – Increased TheBus single fares for adults from $2.00 to $2.25 effective July 1, 2009 to $2.50 effective July 1, 2010.
  • Bill 23 – Raises municipal golf course fees; 18 holes in Kahuku currently at $10.00 to $13.00 effective July 1, 2009 to $14.00 effective July 1, 2010; 9 holes in Kahuku currently $5.00 to $6.00 effective July 1, 2009 to $7.00 effective July 1, 2010.
  • Bill 24 – increases the entrance fee structure at Honolulu Zoo where children under the age of three instead of age five will be free. Children from ages four to twelve will be charged $3.00; Hawaii residents thirteen years of age or older will pay $6.00 per person while non-residents would be charged $12.00 per person. The zoo will no longer sell annual family passes.
  • Bill 25 – Metered parking lots at the Honolulu Zoo currently at $0.25 per hour will be raised to $1.00 per hour in effective July 1, 2009 while metered street parking from Kalakaua AvenueKapiolani Park currently at $0.25 per hour will be raised to $0.50 per hour effective July 1, 2009.
  • At a meeting on Wednesday, May 27, 2009, the full Council passed the following: Bill 42 – Relating to Neighborhood Boards by authorizing the City to charge a fee for entities requesting multiple appearances on the same neighborhood board’s agenda to help defray costs of staffing neighborhood board meetings and Resolution 09-47, CD 1 – Requesting the City Clerk to implement an online voting program for City elections.
  • The illegal lunch wagon at Pupukea Beach Park was removed recently.
  • A request for funding for improvements at Kaiaka Bay Beach Park was denied by Council Budget Committee Chair Nestor Garcia.
  • Councilmember Dela Cruz expressed sadness at the recent passing of Councilmember Duke Bainum. Funeral Services is Friday, June 26, 2009, 2:00 p.m. at Hosoi Mortuary, and burial is Saturday, June 27, 2009, 10:00 a.m., Diamond Head Memorial Park.

 

RESIDENTS’/COMMUNITY CONCERNS:

 

      New Roofs at Haleiwa Town Center: Bill Brizee, of Architects Hawaii, informed everyone that his firm is   performing roof repairs at Haleiwa Town Center. The community was assured that there are no major structural        changes.  

 

      Neighborhood Board/Education Partnership: Jim Frisbie suggested that in the wake of possible rumors to           closing schools such as Waialua Elementary that this Board establishes an Education Committee to work in           partnership with the community. 

 

      Concern Regarding Bathroom Plaque at Beach Park: Cheryl Buehl expressed that the plaque on the bathroom   wall at the Haleiwa Alii Beach Park is an embarrassment. Monies should have been allocated to improve the    existing John Kalili Surf Center facility. Chair Lyons replied that the family being honored with this plaque is             very upset and that the Board did not support the placement of this plaque. It was further mentioned that the       fence at the nearby skate park is unsafe for park users.

 

      Concern Regarding the Impact of a Bark Park on the North Shore: Willie Herren had talked to representatives     from the City Department of Parks and Recreation (DPR) concerning the impact of a proposed Bark Park. It is      illegal to have dogs unleashed in area parks. He has had to break up dog fights and has called HPD to             intervene. His opinion is that there should be no Bark Park on the North Shore.  

 

      Concern Regarding Raising User Fees: Bruce Bellows raised concern about the proposed fee increases by the   City while area roads are not being taken cared of/or maintained.

 

      Fundraiser for Ocean Safety Programs: Asa Chun, Lifeguard at John Kalili Surf Center, informed everyone that    the fundraiser that took place on June 13, 2009 was a success; participants raced from Sunset Beach to           Haleiwa Alii Beach Park. Proceeds from the fundraiser will go to the Ocean Safety Program at John Kalili Surf Center where 33 Junior Lifeguards are currently being trained.

APPROVAL OF MAY 26, 2009 MINUTES: The following corrections were made:

  • Page 1, paragraph 4, under Guests, line 3, delete “Galen Yoshimoto” and insert “Gary Ishikawa”
  • Page 1, under Honolulu Police Department, Questions, comments and concerns followed, paragraph 10, line 1, delete “Street” and insert “Road”

Matsuura moved, Miller seconded, that the North Shore Neighborhood Board No. 27 approve May 26, 2009 Minutes as amended. The motion was ADOPTED UNANIMOUSLY, 11-0-0 (AYE: Alameida, Anderson, Ng, Hirota, Scoville, Matsuura, Kawahakui, Lyons, Miller, Meade, Phillips).    

 

BOARD BUSINESS:

 

First Wind Representative: Information Update: Chair Lyons noted that a representative from First Wind will not be present tonight. 

 

REPORTS:  

 

Treasurer’s Report: Chair Lyons reported for May 2009: Previous operating account balance was $862.07; current expenses were $118.55; current operating account balance to date is $743.22. Previous publicity account balance was $750; current expenses were $250; current publicity account balance to date is $500. The refreshment account balance remains at $120. The report was filed.

 

Committees:

 

      Flood/Emergency/Waterway: Committee Chair Ng reported the following:

  • The June 2009 Committee meeting was deferred until the next meeting scheduled on Thursday, July 9, 2009, 7:00 p.m., Haleiwa Shingon Mission.
  • At last month’s Regular Board Meeting; the Board unanimously approved sending a letter to Dole Foods to consider the Board’s suggestions to renovate/repair/replace four Wahiawa Reservoir Dam Gate Valves to prevent potential flooding.

 

Riviere arrived at 7:49 p.m.; twelve (12) members now present.

 

      Questions, comments and concerns followed:

 

  1. There will be follow up on removing the debris and clean up of Anahulu Stream.
  2. It was mentioned that Hawaii is the only state in the nation that does not label its streams. Chair Ng disputed that claim noting that bridges located next to streams are labeled.

 

      Transportation: Committee Chair Riviere reported the following:

 

  • The Next Transportation Committee meeting takes place on Wednesday, July 22, 2009, 7:00 p.m., Waialua Community Association Cottage 2 (Behind the Historic Haleiwa Gym).
  • He attended a presentation at the Board’s Representative to the Oahu Metropolitan Planning Organization’s Citizens Advisory Committee (OMPO CAC) held on Wednesday, June 17, 2009 regarding the City’s Rail Transit Project.
  • The committee has drafted a letter expressing concerns regarding installation of proposed traffic signals at the intersections of Kamehameha Highway on Haleiwa Road and Waialua Beach Road on Goodale Avenue. 

 

      Riviere moved, Phillips seconded that the North Shore Neighborhood Board No. 27 send a letter top     the City Department of Transportation Services (DTS) Director Wayne Yoshioka expressing concern             regarding proposed installation of two new traffic signals in our community – Kamehameha Highway at         Haleiwa Road and Waialua Beach Road at Goodale Avenue – could have significant, adverse effects on          traffic flow, particularly at the Haleiwa intersection (Kamehameha Highway at Haleiwa Road). The Board        hereby requests a review of these projects with an eye of canceling them both.

 

      Discussion followed:

 

  1. Support was expressed for this letter to be sent out to DTS expressing concern with possible adverse impact on traffic flow.
  2. It was noted that the Board did not receive a response letter from DTS regarding its letter sent last month requesting detailed accounts from various governmental agencies/departments concerning the number of traffic accidents occurring in the North Shore Neighborhood Board No. 27 District.

 

      The motion was ADOPTED UNANIMOUSLY, 12-0-0 (AYE: Alameida, Anderson, Ng, Hirota, Scoville, Riviere, Matsuura, Kawahakui, Lyons, Miller, Meade, Phillips).    

 

Permitted Interaction Groups – No committee; no report.

 

Reports from Elected Officials:

 

      Governor’s Representative: Galen Yoshimoto reported that there is strong opposition from Mokuleia        residents           to opening up Peacock Flats Road to hunters.

 

      Questions, comments and concerns followed:

·         A Mokuleia resident stated that he had documented evidence from area residents firmly opposed to opening up Peacock Flats Road to hunters.

·         In the wake of possible furloughs of State workers including officers from the State Department of Land and Natural Resources’ (DLNR’s) Division of Conservation and Resources Enforcement (DOCARE) enforcing no hunting along Peacock Flats Road.

·         It was inquired to find out how may issued were permitted for use of government trucks utilizing Peacock Flats Road.   

 

      Senator Robert Bunda: No representative was present.        

 

      Representative Michael Magaoay: Judy Fomin distributed Representative Magaoay’s written report and   highlighted the following:

·         Representative Magaoay is working with United States Senator Daniel Inouye’s      office on the Federal Stimulus Package.

·         There are no plans to close Waialua Public Library. However, due to the State budget shortfall, there will be a 10% across the board budget cuts for all public libraries.

·         Ms. Malaea Wetzel has been selected as the full time Principal of Haleiwa Elementary School.

·         In response to concern raised at last month’s meeting regarding of who is in the know, if Representative Magaoay and/or his staff do not have an answer to questions/concerns raised, it means they do not have an answer.

 

      Questions, comments and concerns followed:

 

      A concern was raised regarding the possible closure of Haleiwa Elementary School. Representative       Magaoay       graduated from there and will fight vigorously to keep that school open.

 

      United States Representative Mazie Hirono: No representative was present. Miller announced that          Congresswoman Hirono will be hosting a talk story event on Wednesday, July 1, 2009 from 6:00 p.m. – 7:30             p.m., at Waialua Community Association Cottage 2 (Behind the Historic Haleiwa Gym).  

 

ANNOUNCEMENTS:

 

  • New Board Commences In July 2009: Chair Lyons announced that the New Board (serving the 2009-2011 term) will be installed at the next Board Meeting on Tuesday, July 28, 2009 top be commenced by Chair Pro Tem Robert Leinau. Board Action will include the following: election of Board officers; and filling of vacancies – one in Haleiwa and one in Sunset Beach.  

 

  • District 7 Little League Youth Baseball Tournament – Wailua Little League will be hosting the District 7 Little League Baseball Tournament at Puuiki District Park from July 2 to 8, 2009.

 

  • North Shore Chamber of Commerce – The next Chamber of Commerce meeting takes place Thursday, July 9, 2009 at 8:00 a.m., at Haleiwa Joe’s.

 

  • Request For Wallace Development To Be At The Board’s July 2009 Meeting – A request for representatives from Wallace Development, the City Department of Planning and Permitting (DPP) be on the Board’s July 2009 Regular Meeting Agenda concerning the Wallace Development’s project at Haleiwa Town Center. Miller inquired if a Wallace Development representative is not present at the July Board meeting, could the Board take action, Chair Lyons replied that each agenda item is an action item and will follow up.
