REGULAR MEETING MINUTES-draft

THURSDAY, AUGUST 28, 2008

FILCOM CENTER

 

CALL TO ORDER – Chair Richard Oshiro called the meeting to order at 7:00 p.m.; a quorum was present with 15 members. Note: This 19 member Board requires a vote of 10 to adopt a motion.   

 

MEMBERS PRESENT – Edmund Alfonso, Maureen Andrade, Stephen Antonio, Marty Burke, Cory Chun, Lorraine Duhaylonsod, Romeo Garcia, Connie Herolaga, Joe Hunkin Jr., Robert Kakalia, Kerry Nishimoto, Richard Oshiro, Rito Saniatan, Chuck Wheatley and George Yakowenko.

 

MEMBERS ABSENT – William Maglinti, Thomas Maus, and Terry Healey.                                                                                                                                                                                                                                                             

GUESTS – Baybee Hufana-Ablan (Mayor Hannemann’s Representative), Firefighters Brandon Uehara and Ed Costa (Honolulu Fire Department-HFD); Officer Lui Pestana (Honolulu Police Department-HPD), Rock Riggs (Senator Gabbard’s office), Breene Harimoto (Board of Education), Senator Nishihara, Ilalo Parayno, Brigitte Badais, Erlinda Catu, Nida Martinez, Joyce & Blaine Tsugawa, Daniel de Garcia II, and Mary Chanel-Benjamin (Neighborhood Commission Office-NCO). 

 

CHAIR’S ANNOUNCEMENTS – Chair Oshiro announced the order of tonight’s candidates’ forum and welcomed all 21 candidates present. 

 

OFFICIAL REPORTS:

Honolulu Fire Department (HFD) – Firefighter Uehara reported statistics for the month of July consisted of: 17 fires and 165 emergency responses.  

Honolulu Police Department (HPD) – Sgt. Pestana reported statistics for the month of July included: 13 assaults, 32 auto thefts, 10 auto theft recoveries, 58 burglaries, 64 criminal property damage, 3 drug/narcotics, 167 motor vehicle collisions, 5 robberies, 69 thefts, 49 unauthorized entry into motor vehicles (UEMV) and 16 operating a vehicle under the influence (OVUII). Total calls for Waipahu was 3,016 while service was at 44.90 percent.

 

Questions and concerns:

  • Alfonso asked if there was an increase in crime since the closure of HPD Waipahu Sub-Station.  Sgt. Pestana will follow up on this question at the next meeting.
  • Burke reported increased vehicle speeding was occurring at Nuikua Street between Waipio and Lumi Streets.
  • Saniatan asked what the law was on jay-walking was at a residential area versus a business district as there seems to be a dangerous jay-walking situation near Pupukahi Street fronting Dr. Dobbs’ office. Sgt. Pestana said jay-walking was illegal and pedestrians should only use marked crosswalk to cross any street. Residential area crossing was allowed only beyond 200 feet of a marked crosswalk.
  • Garcia asked about HPDs’ crime mapping information. Sgt. Pestana said information was posted on HPDs’ website: www.honolulupd.org

 

Mayor Hannemann’s Representative – B. Hufana-Ablan reported: The Mayor announced a Parade of Champions was scheduled to honor the Hawaii Little League Champions (HLLC), Hawaii Summer Olympians and all past and present Hawaii Champions. The parade was slated for September 1 starting at 5:00 p.m. from Fort DeRussy traveling on Kalakaua to Kapiolani Park. Please join the Mayor in cheering and congratulating all champions. A Sunset on the Beach festivity was taking place with the highlights of the HLLC playoff game to be shown on the big screen. She congratulated all the candidates tonight and wished them well in the 2008 elections.

 

Chair Oshiro called a recess at 7:20 p.m. to prepare for the candidates’ forum.

 

ADJOURMENT: The meeting adjourned at 9:30 p.m.
