DRAFT MEMORANDUM FOR THE RECORD MONDAY, JUNE 8, 2009 AIEA PUBLIC LIBRARY CONFERENCE ROOM CALL TO ORDER: Chair William Clark started the meeting at 7:36 p.m. with three (3) members present. Note: This 15 - member Board requires eight members for a quorum and to take official action. MEMBERS PRESENT: Dave Arakawa, William Clark, MEMBERS ABSENT: GUESTS: Eileen Clarke (State Board of Education), David Tanoue (Office of the Mayor, City Department of Planning and Permitting, Director), Jeoffrey Cudiamot (City Department of Facility Maintenance, Director) Sharleen Oshiro (Councilmember Romy Cachola's Office), Capt. Greg Ikeda (Honolulu Fire Department), VACANT BOARD SEATS: There are two seats vacant. One seat in Sub-district 4 (Newtown, Royal Summit, Aiea-side of Kaahumanu Street) and one seat in Sub-district 1 (Halawa, Halawa Heights, Stadium, Halawa Valley and Ford Island). In July, after the Neighborhood Board Elections are concluded, there will be a total of six (6) vacancies - two (2) in Sub-district 1, two (2) in Sub-district 2 (Aiea and Aiea Heights), one (1) in Sub-district 3 (Pearlridge and Waimalu) and one (1) in Sub-district 4. Sugimura entered the meeting at 7:37 p.m.; four (4) members present. CITY MONTHLY REPORTS: Honolulu Fire Department (HFD) - Capt. Greg Ikeda reported: 1) May 2009 Statistics - 4 structure, 1 wildland, 5 rubbish and 1 vehicle fire; 76 medical emergencies, 1 search/rescue, and 12 miscellaneous calls for service. 2) Fire Safety Tip: Summer is here and the island will be at a higher risk for fires due to dry vegetation and the hot weather. Historically, "wildland fires" were referred to as "brush fires"; however, the term wildland fire is more nationally recognized. Please use caution when utilizing flame-producing devices, such as fireworks, matches, and/or lighters, around wildland vegetation; the smallest spark and/or flame can ignite the dry vegetation. As a reminder, the law states that children under age 18 shall not possess or have access to fireworks, matches, and/or lighters, except under adult supervision. Flame-producing devices are not safe for young children. Always follow the manufacturer’s directions on the label. As Independence Day nears, consider leaving fireworks displays to pyrotechnic professionals and enjoy one of several public fireworks displays offered by various communities. Honolulu Police Department (HPD) - No representative present. Mayor Mufi Hannemann’s Representative - David Tanoue introduced City Department of Facility Maintenance Director Jeoffrey Cudiamot and reported: 1) Regarding the lights on Kalaloa Street, the brightness is okay. 2) The City Department of Transportation Services (DTS) will be having a Rail Transit Symposium on June 23 at the Neal Blaisdell Exhibition Hall. Parking is $5.00. Arakawa and Sheldon entered the meeting at 7:45 p.m.; six (6) members present. Board of Water Supply (BWS) - Tracy Burgo reported: 1) Water Quality - The BWS works hard to ensure that the water served to customers meets or exceeds all federal and state safe drinking water standards and wants to reassure the public that the water delivered is safe to drink. Every year, the BWS conducts thousands of tests on the water source and distribution system. The results of those tests are shared with customers in the annual water quality report, which is currently being mailed out. Customers should receive this report by July 1st. Visit www.boardofwatersupply.com to get the water quality report and for more information. 2) Summer Conservation - Just a reminder that the hot summer months is when water consumption typically rises. As such, BWS is asking all O'ahu residents to be vigilant and use the water as needed, but don’t waste it. Here are very simple things to save water: a) Turn off the water when brushing teeth. b) Turn off the shower when soaping up. c) Check the home for leaks. d) Install a nozzle on the garden hose. Councilmember Romy Cachola - Sharleen Oshiro distributed a newsletter and reported that the Budget Committee will be meeting on Wednesday, June 10 at 10:00 a.m. RESIDENTS/COMMUNITY CONCERNS: 1) Samson Reiny introduced himself and distributed his business card. He will be reporting Neighborhood Board meetings for the new Hawaii Independent newspaper. 2) A resident expressed his concern about the repair or repaving of Aiealani Place. He talked with Department of Facility Maintenance Director Jeoffrey Cudiamat. APPROVAL OF MAY 11, 2009 REGULAR MEETING MINUTES - As there was no quorum, this item was deferred to the next meeting. BOARD BUSINESS: Kamehameha Drive-In Swap Meet Traffic Issue - Chair Clark took pictures of the corner of Ka'onohi Street and Moanalua Road on May 16 to 17 from 6:00 a.m. to 10:00 a.m. and showed them at a meeting with HPD, Special Duty, Kamehameha Drive In management, Aiea Community Association, and DTS traffic people. In the future, there may be an expansion of Westridge and plans to widen the driveway and move vendors nearer to the church. Currently, there are no plans for re-stripping the road. The next meeting will be held before the July Neighborhood Board meeting. Aiea Community Association - The next meeting will be on June 22, 2009 at 7:00 p.m. at the Aiea Library Conference Room. Advanced Healthcare Facilities (aka AHA Facilities) - Dennis Enomoto and Steve Nawahine presented that AHC Facilities is interested in a property in Aiea located at 99-147 Mikalemi Street. AHC Facilities has nine other facilities in four different states and provides physical therapy with short-term care, primarily for the elderly, age 65 and older with Medicare. They will have private rooms with private bathrooms. They will offer fine dining. Clients would stay 30 to 40 days on average and go home. Comments followed: The community wanted input. Enomoto and Nawahine distributed a picture of the property, where 10 houses are on month to month leases. The plans call for a two-story facility with a 25-foot height limit. The property has residential zoning and they will visit the surrounding homes. As to traffic and parking, they plan to shuttle clients from the hospitals and will keep parking on the property. They have a fence around the property. Residents were concerned about public notice and suggested they also provide senior services, for example, house cleaning and other needed services. Forest City Project at Camp Smith Halawa Heights - Forest City is starting a 10-home rebuild project at Camp Smith in Halawa Heights. This will be a one year project. Andy Anderson distributed a Camp H.M. Smith Housing Overview and highlighted: They will replace 10 homes, using all local contractors. They will provide for dust mitigation, using street sweepers. The start date is June 8 and they hope to end by July 30, 2010. Work hours will be 7:00 a.m. to 5:30 p.m., Monday through Friday, and they may need to work Saturdays, starting at 8:00 a.m., but no Sundays. Vehicle will pass through the main gate and parking will be on site. No large deliveries or big trucks will be allowed before 8:30 a.m. at Gate #7, which will have two two-hour openings of the gate. The noise will come from normal construction activity and the traffic will increase in October. The project is located about 100 yards from Halawa Heights Road and there are no plans for additional buildings. Reinstatement of Permitted Interaction Group (PIG) Waimalu Sewer Rehabilitation/Reconstruction Project - Chair Clark announced the reinstatement of the Permitted Interaction Group. REPORTS: Treasurer’s Report - As there was no quorum, this item was deferred to the next meeting. Committees: Executive, Transportation, Human Services, Community Relation and Publicity, Parks and Recreation, Planning and Zoning, Restoration Advisory Board, Permitted Interaction Groups, and Kamehameha Highway Improvements Project - No reports. Honolulu Rail Transit - This item was previously discussed. Kamehameha Drive-In issues - This item was previously discussed. Aiea Community Association - This item was previously discussed. Community Forums - There were none. Elected Officials: Board of Education (BOE) - Dr. Eileen Clarke reported: 1) There will be an increase in bus fees and the BOE encourages walking for older students. 2) At the June 18 BOE meeting, they will vote to rid schools campuses of guns and drugs by using trained dogs. 3) The BOE voted to close Wailupe Valley School and the students will be transferred to 'Aina Haina Elementary School. 4) There were discussions of furloughs of State Department of Education (DOE) personnel, but no decisions were made yet.
