DRAFT - MINUTES OF REGULAR MEETING

MONDAY, MAY 12, 2008

AIEA PUBLIC LIBRARY CONFERENCE ROOM

 

CALL TO ORDER: Chair Bill Clark called the meeting to order at 7:38 p.m. NOTE: This 15 member Board requires eight votes to adopt a motion.

 

ROLL CALL OF BOARD MEMBERS: The roll call of Board members was administered with a quorum of eight members present (Clark, Faumuina, Ho, Jacobs, Mobley, Sugihara, Sugimura, Texeira).

 

MEMBERS PRESENT: Jane Sugimura, Tracy Arakaki, David Arakawa, Tuika Faumuina, Wilbert Ho, Carl Jacobs, Ron Mobley, Sylvia Sugihara, William Clark, Monica Texeira.

 

MEMBERS ABSENT: Ruby Hargrave, Ross Lee, Danielle Lum, George Passmore.

PUBLIC SERVICE REPORTS:

 

HONOLULU FIRE DEPARTMENT (HFD): Firefighter 1 K. Neves reported the following:

 

  • Statistics for April 2008 included 1 structure, 4 wildland, 2 rubbish, 1 vehicle, 69 medical, 1 search/rescue, and 17 miscellaneous service calls.
  • Fire Safety Tip – The risk of wildland fires increases as summer approaches. Make a 30-foot wide fire break by clearing vegetation and clutter around all structures. Some wildland fires could force the evacuation of neighborhoods. Have an emergency preparedness plan ready in case of such an event. Consider the route you would take and other preparations you could have in place if you need to evacuate your home due to an emergency. If your property boarders an area where a wildland fire could occur, consider the need for fire department access in case the fire approaches your home.

 

HONOLULU POLICE DEPARTMENT (HPD): Sgt. R. Nitta reported:

 

  • Statistics for April 2008 included auto theft 15, auto theft recovery 11, burglary 24, criminal property damage 33, theft 62, and unauthorized entry into motor vehicle (UEMV) 32; total calls for service (Aiea) 1655; 25.11% of total district calls.

 

Questions, comments, concerns: 1) Follow up will be done regarding cars still illegally parked in the cul-de-sac on Pamoho Place. 2) Follow up will be done regarding burglaries in Aiea Heights, where a car left abandoned was towed and returned to the owner the next day.

 

BOARD OF WATER SUPPLY: Tracy Burgo distributed free detect-a-leak toilet tablets, and information with the revised schedule of rates and charges for furnishing water and water services; she reported:

 

  • One main break on April 7 – 8-inch line, 99-420 Aiealani Place, originally installed in 1962.
  • Power Cost Adjustment – BWS continues to work hard to control costs while ensuring their customers access to safe and reliable water supplies. However, dramatic increases in fuel prices are making it necessary to implement a modest adjustment to you water bill. Beginning July 1, 2008 a new “power cost adjustment” line on your bill. The adjustment will be 6.4 cents for every 1000 gallons of water you use; an average of $1.22 more a month per household. For more information log on to www.boardofwatersupply.com or call 778-5000.
  • The Annual Detect-A-Leak Week is June 1 through 7. During Detect-
    A-Leak week, toilet detection tablets are free for pick up at any City Mill store, Satellite City Hall, and in the BWS lobby on Beretania Street. Customers can enter to win a free home leak check at
    www.boardofwatersupply.com.
  • 2008 Water Conservation Week Poster Contest Winners for the Aiea area were Kindergarten category – 2nd place - Luke Fermahin, Waimalu Elementary School, teacher Dayle Tamagawa; kindergarten category 3rd place, Jasmine Moore, Waimalu Elementary School, teacher Dayle Tagawa; 1st and 2nd grade category – Honorable mention Ellison Akamine, Webling Elementary School, teacher Uilani Mattson. Posters will be displayed at Pearl Ridge Shopping Center from May 16 through the end of the month.

BOARD OF EDUCATION: Eileen Clarke reported:

 

  • Attended May Day events and is looking forward to graduation events.
  • Attended the musical Once upon an Island at Aiea Intermediate School.
  • Board of Education Meeting, Wednesday, May 21, 2008 at the Hilton Hawaiian Village Hotel.
  • Follow up will be done regarding a request for a program to educate elementary school students relative to predators.

 

7:50 p.m. Ho left the meeting; eight members now present.

 

APPROVAL OF APRIL 2008 MINUTES: Chair Clark asked if there were any corrections/changes to the March 2008 regular meeting minutes. The following corrections/additions were made:

 

  • Page 5, Pearl Kai Shopping Center (Walgreen’s) should read,”…85 days…”
  • Page 7, Mayor’s Representative bullet 2, sentence 2 should read,”…There have been many discussions on the matter…”
  • Page 5, Questions, comments, concerns item 3,”…delete – Arakawa commented that a presentation by UH West Oahu project that he understood confirmation was received from DLNR to allow the rail to go through their property or West Oahu campus…”

 

Without objection, the April 2008 regular meeting minutes were accepted as amended.

 

TREASURER’S REPORT: Treasurer Jacobs reported expenditures in the Operating Account were $38.05, leaving a balance of $1170.13; no expenditures in the Publicity or Refreshment Accounts, the balances remain at $3063 and $120... The treasurer’s report was accepted, subject to audit.

 

 

COMMUNITY CONCERNS: None.

 

COMMUNITY REPORTS:

 

AIEA COMMUNITY ASSOCIATION (ACA) – Claire Tamamoto reported:

 

  • The Aiea High School Aloha Concert is scheduled for May 15, 2008, 7:00 p.m. at the Peal City Cultural Center; free to the public.
  • The next ACA meeting will be on Tuesday, May 27, 2008, 7:00 p.m. at the Aiea Public Library Conference Room.
  • No Walgreen’s update to report.

 

UNFINISHED BUSINESS:

 

HONOLULU HIGH-CAPACITY TRANSIT CORRIDOR PROJECT – Gary Omori distributed two handouts and reported: Two attempts for the selection of the rail technology have failed. The panel did recommend steel on steel rail. A hearing is scheduled for this Thursday at 9:00 a.m. by the Council Transportation committee to discuss Bill 38, relating to transit technology alternatives magnetic-levitation and rubber tire on concrete. Originally there were two bills (36 & 38), but has been combined into one bill (38).

 

8:02 p.m. Arakaki arrived’ nine member now present.

 

PEARL KAI SHOPPING CENTER (WALGREEN’S) – Chair Clark reported on a meeting held yesterday with the involved parties and resulted with modification of the design and a request to be placed on the Board’s June agenda.

 

REPORT ON ISSUES AND ACTIONS TAKEN CONCERNING EXCESSIVE EARLY MORNING NOISE COMPLAINTS AT THE WESTRIDGE SHOPPING CENTER – Chair Clark reported that the Lily Koi Restaurant/Lounge management reported that they have lost business due to the parking restriction on the upper deck of the structure, , but no noise complaints have been received from Harbor Pointe residents.

 

NEW BUSINESS:

 

USS ARIZONA MEMORIAL VISITOR CENTER AT PEARL HARBOR TWO-YEAR RENOVATION PROJECT – A representative was unable to attend tonight’s meeting and requested to be placed on the Board’s June agenda.

 

APPLICATION FOR LIQUOR LICENSE KMLEE, INCORPORATED, WAIMALU SUPERMARKET, 98-020 KAMEHAMEHA HIGHWAY (WAIMALU SHOPPING CENTER) – Chair Clark reported this matter was previously discussed and asked the Board if they would like to take a position or remain neutral.

 

Discussion followed: 1) It was asked if liquor applications should be put on the agenda for specific discussion. 2) If the Honolulu Liquor Commission (HLC) chooses to issue a liquor license conditions should be attached. 3) This request is for a general package store to sell liquor. 4) Chair Clark said that he has created a standard letter for the HLC with all Board concerns/conditions and would be used for any applications that the Board would need to reply to.

 

REPORTS BY PUBLIC OFFICIALS:

 

Representative K. Mark Takai – Rep. Takai reported:

 

  • The 2008 session finished on time. There is less in the budget that originally budgeted the prior year. Aiea/Pearl City complexes received decent Capital Improvement Projects (CIP) funding.
  • The next Town Meeting is scheduled for Wednesday, May 21, 2008, 7:00 p.m. at Pearl Ridge Elementary Cafeteria; discussion focus will be disaster preparedness.

 

Councilmember Gary Okino – Breene Harimoto distributed the written report and was available for questions.

 

Councilmember Romy Cachola – Sharleen Oshiro circulated the written report and reported increased graffiti at Makalapa Neighborhood Park.

 

Representative Blake Oshiro – Ken Best reported CIP allocations:

 

  • Aiea Intermediate School - $1,740,000 for equipment and expansion and renovation of the cafeteria.
  • Waimalu elementary School - $3.9 million for library expansion.
  • Webling Elementary School - $250,000 for construction of portable classrooms.
  • Aiea Library – Nothing regarding funding.

 

Questions, comments, concerns: Follow up will be done regarding allocated funds for the new library facility, but not released.

 

Senator Donna Kim – Ross Tsukenjo circulated Senator Kim’s and Sakamoto’s written reports and noted the flyer relative to the Town Meeting on May 21, 2008.

 

Mayor Mufi Hannemann’s Representative – David Tanoue reported:

 

  • Follow up regarding the request for the rehabilitation of area streets work schedule – Scheduled to be advertised for construction bids in the first quarter 2009 are Kaahumanu Street (Kam Hwy to mauka end), Moanalua Road (Kaahumanu to Pali Momi), Hapaki Street (Piki St. to Nahele St.), Kaahele Street (Moanalua Road to mauka end), and Nahele Street (Komo Mai Drive to Hapaki St.); Kaonohi Street was added by a Councilmember in the Fy08 budget but funding was not provided.
  • Announced – Work Force 2008 Job Fair, Wednesday, May 21, 2008 from 9:00 a.m. to 3:00 p.m. at the Neal Blaisdell Center Pikake Room.

 

COMMITTEE REPORTS:

 

Executive - Chair Clark reported that Bus route 54 was rerouted and will not return to the original route.

 

There no other committee reports.
