I've always maintained that Honolulu needs to borrow a page from our Neighbor Island counties and be much more involved in driving the economy. That is why in the spring of 2005 I created an Economic Development Task Force and chartered them to work in an advisory capacity with our Office of Economic Development and Enterprise Honolulu to formulate an economic development action plan.

This plan was not intended to be comprehensive and long range. Rather, its intent was to accelerate sustainable economic development on the Island of Oahu by identifying actions that were practical, affordable two to three years in scope, and had a general consensus of community support with an emphasis placed on those activities that promoted public private partnerships.

The team reviewed Oahu looking for areas primed for economic revitalization--areas that have the greatest potential to achieve a maximum return on the City's investment in the shortest period of time. The resulting Targeted Economic Development Plan has as its initial areas of focus: Chinatown--Culture and Arts District; Kalihi; Kaimuki; Moiliili; Kapolei; and the North Shore (Haleiwa-Waialua).

With the plan as a guide, the City will work with these communities, using a format of economic summits toward implementation of proposed actions.
