Advisory Opinion No. 22

This is relative to your disclosure of a probable conflict of interest as an agency member of the Honolulu Redevelopment Agency and the project which is now before the HRA for approval.

We commend you for declaring a conflict of interest when the project came before the Agency and for voluntarily submitting your disclosure relative thereto.  Although you testified that you had no direct financial interest in the project, we recommend that you refrain from participating in any matter which may come before the Agency regarding the project.

Our recommendation is based on your blood relationship with the primary developer of the project.

Every abstention on your part would be beneficial to the Agency as well as to your relative because the public will be aware that no favoritism entered into the determination of the merits regarding the project.
