Pretreatment Program

The Pretreatment Program monitors wastewaters to prevent the discharge of any substance that might harm the environment or cause damage to the sewer system. Any commercial industrial discharge into the sewer system must be approved by Regulatory Control (RC) Branch.

1.  The Regulatory Control Branch reviews the operations of a business to determine if the water they wish to discharge to the sewer poses a threat to the operations and health of the city sewer system.  If an operation is likely to discharge harmful materials like large amounts of fats, oils and grease into the city sewer system, they must install a pretreatment system to prevent harm to the city sewer.

A business in this position needs to undergo a detailed plan review as described in the rules documents on this page.

Industrial Wastewater Discharge Permit (IWDP) Application

Commercial projects which require a building permit and have a sewer connection will need to be evaluated for the issuance of an Industrial Wastewater Discharge Permit (IWDP). Complete and return the IWDP application (below) to the Department of Planning and Permitting, Wastewater Branch, 650 South King Street, 1st floor. The information provided will assist in determining if an IWDP is needed. If required, the form will then be used as an application for the IWDP. Application for Temporary Discharge of Industrial Wastewater

This application is for businesses that need to discharge temporarily into the sewer system. This includes chlorinated water, grey water, cooling tower water, or any other polluted water that cannot be disposed of through the storm drain, landscaping or watering.

Restaurants and the Food Processing Industry: Fats, Oil and Grease (FOG)

Any business that discharges fats, oils and grease (FOG) must connect all kitchen fixtures to a Grease Interceptor (GI). Kitchen fixtures include sinks, floor drains, dish washers, etc. GIs must be properly maintained, and are subject to inspection by City inspectors. Below are documents that further detail requirements for controlling FOG discharges.

Application for self cleaning of the grease interceptor

This application is only for businesses that have grease interceptors that are fifty (50) gallons or less.  Service records must be maintained.  The self cleaner may also be required to demonstrate their self cleaning procedure.
