Duties and Functions

  • The Division of Road Maintenance (DRM) is primarily responsible for the maintenance of all streets and municipal parking lots under the jurisdiction of the City and County of Honolulu.  (Maintenance includes but not limited to the following: maintenance of asphalt and concrete pavement, re-striping of pavement markings, replacement of raised pavement markers, replacement of damaged or faded Street Signs and Sign Post and morning/afternoon contra-flow coning of Kalanianaole Highway, Ward Avenue and Kapiolani Boulevard).  DRM also renders pavement maintenance to private roadways open to public as authorized under ROH Article 32. Maintenance of Private Streets and Roads.

  • Responsible for maintaining the many city-owned streams, channels, ditches and other flood control and storm drainage systems located throughout the Island of Oahu, as well as enforcing the maintenance of privately owned streams.

  • Responsible for maintaining bus stops with litter containers. 

  • Emergency work generated by heavy rains, wind, tsunamis, earthquakes and other natural disasters.

  • Because of DRM'S resources and capability to perform varied types of work, it is often called upon to assist other city agencies and departments in special situations and emergencies.
