Rehabilitation Loan Branch – This branch administers the City’s Home Repair Loan program, the Down Payment Loan program, the Adult Residential Care Home (ARCH) Loan program, the Sewer Connection Loan program and the Solar Roof Loan program. Additionally, this branch supports the State and Federal agencies a Disaster Assistance Centers and provides emergency disaster relief loans to rehabilitate properties affected by declared disasters. Home Repair Loans – This program provides low interest loans to income-qualified owner-occupant homeowners enabling them to repair their homes to meet basic housing quality standards. A landlord loan program is also available to landlords who rent to low-income tenants. Click here for loan application Adult Residential Care Home (ARCH) Loans – Provides low-interest loans to assist adult care home operators to up-grade residential care homes to near-nursing home conditions to permit patients previously hospitalized an alternative shelter with necessary care. Sewer Connection Loan – Provides income-qualified homeowners with low interest loans to pay for the cost of sewer connection. Solar Roof Water Heating Loans – This program provides financing for the installation of solar water heating system to homes of income-qualified homeowners. Click here for loan application Disaster Assistance Loans – Provides “fast-track” residential repair loans to homeowners adversely affected by a declared disaster. There are no applicant income limits and funds are used only to correct unsafe or unhealthy conditions caused by a disaster. The City’s Disaster Loans are only utilized after FEMA, State or insurance coverage is applied. Down Payment Loans – This loan program provides low interest loans to assist low and moderate-income, first-time homebuyers meet upfront down payment and closing costs required to qualify for a mortgage loan.
