The council has nine members elected by districts for 4 - year terms. They elect one member to serve as chair. The Legislative Branch sets Honolulu's government policies and passes ordinances setting tax rates, user fees and other sources of revenue; establishes the annual budget which allocates funds for Honolulu's services, program and construction projects, and monitors the mayor's administration of city and county operations.
