The council has nine members elected by districts for 4 - year terms. They elect one member to serve as chair. The Legislative Branch sets Honolulu's government policies and passes ordinances setting tax rates, user fees and other sources of revenue; establishes the annual budget which allocates funds for Honolulu's services, program and construction projects, and monitors the mayor's administration of city and county operations. 1. The sale of monthly passes for TheBus are sold and bus schedules for each satellite's community are stocked;

2. Applications are available for duplicate birth, marriage, divorce and death certificates, child labor permits, city and state civil service jobs, bus pass or parking permit applications for those with disabilities, duplicate motor vehicle registration and ownership titles, license plate/emblem replacement, and social Security card applications

3. Transactions for moped ownership transfers, out-of-state vehicle permits, bicycle ownership transfers, registration renewals are issued for vehicles, safety check sales to inspectors, serial number verification, licenses for: dogs, bicycles and mopeds.

4. Permits issued: camping, moving unlicensed vehicles, and large group picnics, and voter registration, duplicates and certification.

5. Water and non-delinquent property tax bills may be paid by check, cash or money order.

The agency provides potable water to Oahu residents. It does everything from drilling the water wells to laying pipe to the homeowner or business property line, and it tests for and maintains water purity.

The Board of Water Supply governs this semi-autonomous agency and hires the manager and chief engineer. Five members are appointed by the mayor and confirmed by the city council; the director of the state's Transportation Department and the chief engineer of Honolulu's Public Works Department serve as ex-officio members. The board finances its own operations through water use fees and bond sales.
