Council Meetings Generally, regular City Council meetings are held once a month at 10:00 a.m. in the Council Chamber, Honolulu Hale, with presentation of Honorary Certificates at 9:00 a.m., prior to the meeting, and public hearings at 2:00 p.m. Special council meetings may be called at any time when deemed necessary. As in any legislative body, committees perform a very important function in the operation of the Council. Items before the Council are usually first reviewed by one or more committees. A report on the matter is prepared and sent to the Council for adoption. Once a committee report has been adopted by the full Council, the recommendations made in it are considered to be official actions of the Council. The Council has eight standing committees. The committees provide councilmembers with an opportunity to seek information from the city administration on new proposals for or proposed changes to existing city policies, programs and services, to discuss budgeting and implementation issues and to reach consensus among committee members on dealing with major problems. Just as important, the committees provide citizens most affected by the Council's decisions with a forum to discuss their concerns with councilmembers. In general, it is at the committee level where the preparatory work is done to assist the members of the Council in arriving at their decisions. Each Council standing committee is made up of all members of the Council. Voting and non-voting members have been designated for each committee. BUDGET PROCESS DEADLINES
February 1	Budget and Fiscal Services Director to submit certified net taxable evaluation of real property. [ROH 8-11.1(e)]
March 2	Budget bills to be submitted to Council by Mayor. (RCH 9-102.1)
June 15	Last day for Council to enact budget bills (RCH 9-104.2), and adopt measures to fund appropriations. (RCH 3-113).
2008 ELECTION AND OTHER DATES
January 31 February 1 July 22	Last day for annual Disclosure of Financial Interest form to be filed with City Clerk by City elected officials, and department heads and their deputies; and with Ethics Commission by City appointed employees, and members of City boards and commissions. [ROH 3-8.4(b)(2)(A)] Nomination papers available. (HRS 12-2.5) Last day to file nomination papers for Primary and Special elections. (HRS 12-6)
July 30 August 1 August 21 September 5 September 20 October 6	Last day for Council to provide for independent financial audit of all City agencies. (RCH 3-114) Last day for Disclosure of Financial Interest to be submitted to City Clerk by candidates for City Offices. [ROH 3-8.4(b)(1)] Voter registration for Primary and Special Elections closes. (HRS 11-24) Last day for exact wording of proposed Charter amendments and/or other questions and issues to be submitted to the Office of Elections in connection with printing of ballots. (HRS 11-119) Proposed Charter Amendments for General Election must be published in a daily newspaper by this date. (RCH 15-102.3) Voter registration for General Elections closes. (HRS 11-24)
