Councilmember Charles K. Djou currently represents the 4th Council District (Waikiki to Hawaii Kai). In the City Council, Charles serves as the Chairman of the Executive Matters and Legal Affairs Committee and is a member of the Public Infrastructure, Budget, and Public Safety and Services Committes. Charles previously served as a Representative in the Hawaii State House, where he was the Minority Floor Leader.

Outside of the City Council, Charles serves as a captain in the U.S. Army Reserve. He teaches as an adjunct professor at the University of Hawaii - West Oahu.
Charles is an active member of the community. He is currently a member of the Oahu Advisory Council of the American Lung Association of Hawaii and a former Honolulu neighborhood board member. Charles is also a member of the Young Business Roundtable, the Rotary Club, the Honolulu Chinese Jaycees, and the Hawaii Telecommunications Association. Charles is a member of the Hawaii Republican Party, where he previously served as Vice-Chair.
Charles is married to Stacey Kawasaki Djou and together they have three children. Charles' surname "Djou" is a misspelled French translation of his Chinese surname "Zhou."Councilmember Charles Djou's legislative staff
