Barbara Marshall has represented Council District 3—Waimanalo, Councilmember Marshall was elected Chair of the Council in January of 2007 and previously served in many capacities on the City Council, including Chair of the Zoning and Planning committees and vice chair of the Budget Committee. Committee assignments –and the Chairmanship of the Council—can change frequently. Barbara was born in Barbara's son, Joe Marshall, is a top interior designer in Barbara knows that information is power. She continues to offer that power to the people by being the strong voice of the Windward side on the Honolulu City Council and by bringing her staff, collectively known as Team 3, into the Windward area for monthly face-to-face meetings called 3 TALKS. She graduated from the J. Ikaika Anderson has worked in the Hawaii State Legislature for several legislators. He served as assistant committee clerk for the House Judiciary Committee, a researcher in the Senate Minority Office, administrative assistant to the Senate Minority Leader, and as a budget analyst in the House Finance Committee. Ikaika resides in Waimanalo, and he has earned Bachelor of Arts degrees in journalism and political science from the University of Hawaii at Manoa.Venus Acoba recently graduated from the University of Hawaii at Manoa and joined Councilmember Marshall's staff in February 2006.
