Councilmember Barbara Marshall

Barbara Marshall has represented Council District 3—Waimanalo, Kailua and most of Kaneohe—since January of 2003.  She was re-elected in 2005 with 84% of the vote for a full four-year-term.  She is the first and only Councilmember to bring her entire staff to monthly evening public meetings—called 3 TALKs--in her district to allow District 3 residents to personally talk over their city concerns. 

Councilmember Marshall was elected Chair of the Council in January of 2007 and previously  served in many capacities on the  City Council, including Chair of the Zoning and Planning committees and vice chair of the Budget Committee.  Committee assignments –and the Chairmanship of the Council—can change frequently.

Barbara was born in Illinois and is a graduate of the University of Illinois. She  has lived in Kailua since she came to Hawaii in 1979, already an experienced broadcast journalist. She became the first person in Hawaii to anchor a live morning television newscast.  She also took the helm of "Action Line," which was an integral part of the KHON Channel 2 News and served as Executive Producer for Hawaii's top-rated newscasts.

Barbara's son, Joe Marshall, is a top interior designer in Hawaii and the father of Zachary, who made Barbara a proud Grandmother!  Barbara's husband, Cliff, has retired for the fifth time! 

Barbara knows that information is power.  She continues to offer that power to the people by being the strong voice of the Windward side on the Honolulu City Council and by bringing her staff, collectively known as Team 3, into the Windward area for monthly face-to-face meetings called 3 TALKS.
