Council Meetings

Generally, regular City Council meetings are held once a month at 10:00 a.m. in the Council Chamber, Honolulu Hale, with presentation of Honorary Certificates at 9:00 a.m., prior to the meeting, and public hearings at 2:00 p.m. Special council meetings may be called at any time when deemed necessary.

As in any legislative body, committees perform a very important function in the operation of the Council. Items before the Council are usually first reviewed by one or more committees. A report on the matter is prepared and sent to the Council for adoption. Once a committee report has been adopted by the full Council, the recommendations made in it are considered to be official actions of the Council.

The Council has eight standing committees. The committees provide councilmembers with an opportunity to seek information from the city administration on new proposals for or proposed changes to existing city policies, programs and services, to discuss budgeting and implementation issues and to reach consensus among committee members on dealing with major problems. Just as important, the committees provide citizens most affected by the Council's decisions with a forum to discuss their concerns with councilmembers. In general, it is at the committee level where the preparatory work is done to assist the members of the Council in arriving at their decisions.

Each Council standing committee is made up of all members of the Council.  Voting and non-voting members have been designated for each committee.  The Council's standing committees, their respective officers and voting members consist of the following:

BUDGET PROCESS DEADLINES
